Director

Photo of Marty BrownA native of the Hawkeye State, Marty Brown graduated from the University of Iowa in 1974. Upon graduation, he was employed by the Iowa State Senate and Congressman Mike Blouin. He moved to Tacoma in 1976 to attend the University of  Puget Sound Law School — now the Seattle University School of Law — from which he graduated in 1979.

Marty began employment with the Washington State Senate in 1978, first as a committee staff member for three years and then as Democratic Caucus attorney for 10 years. He also served as Senate Democratic staff director for two years. In 1993, he was elected secretary of the Senate and served in this capacity until 1997.

In January 1997, Marty was named director of legislative affairs for incoming Governor Gary Locke. The Governor added the appointment of deputy chief of staff in December 1998. In November 1999, Governor Locke appointed Marty to serve as the director of the Office of Financial Management.

Governor Chris Gregoire appointed Marty as her director of legislative affairs when she first took office in January 2005. He was pleased to be given an encore opportunity with the state budget office as its director starting in April 2010.

Marty and his wife Kate Lykins have two sons: Sam, an attorney in California, and Max, a graduate student in theology who is married and lives in Tumwater.

Deputy Director

Photo of Stan MarshburnStan Marshburn has worked for state government for more than 30 years. A graduate of The Evergreen State College with a bachelor’s degree in public administration, Stan started his state service as a temporary budget analyst for OFM in 1976. He then moved from OFM to a succession of budget and policy positions at several agencies, including Evergreen, the Employment Security Department and the Department of Social and Health Services. In 1988, Stan became policy director for Gov. Booth Gardner. At the conclusion of the Gardner administration, Stan partnered with Denny Heck to create TVW, Washington state’s public affairs network. After serving as chief financial officer for DSHS for 10 years, Stan rejoined OFM in May 2009 as deputy director.
