Request to acquire, expand, or relocate a state facility (modified pre-design)
A modified pre-design is a request form for agencies to use to acquire, expand, or relocate a state facility.
What is the form used for?
This document is used by the Office of Financial Management to analyze and take action on project requests, by the Legislature to become informed about projects, and by the Department of General Administration to initiate projects.

The document summarizes the main elements of an agency's facility request to house a new state program, expand an existing state program, or relocate a state agency program.
Is the form required?
Yes. This document is required by RCW 43.82.035.

What project types are there?
- Request for projects in the Six-Year Facilities Plan
- Request for projects outside of the Six-Year Facilities Plan

Request for projects in the Six-Year Facilities Plan
If the project is included in and consistent with the 2009-2015 Enacted Six-Year Facility Plan, the submittal should include:
- Modified pre-design short form (Word)
- Space planning data form (Excel)
Request for projects outside of the Six-Year Facilities Plan
If the project is for a standard lease term but is not included or consistent with the 2009-2015 Enacted Six-Year Facility Plan, the submittal should include:
- Modified pre-design long form (Word)
- Space planning data form (Excel)
Modified pre-design documents will be reviewed within approximately 30 business days and follow up action for approval will be taken as appropriate.
Emergency requests
In some circumstances, emergency requests may be necessary. An emergency is defined as an unforeseen combination of circumstances or the resulting state that calls for immediate action. The regular termination date on an existing lease does not constitute an emergency.
In the event an emergency facility is needed, a memo must be submitted to your OFM Facilities Analyst that includes:
- A description of the circumstances of the emergency
- The proposed solution, including square footage and FTE information.
- Estimated costs and space size associated with that solution
- Proposed funding mechanism
- Contact information
Emergency requests will be reviewed within approximately five business days and follow up action for approval will be taken as appropriate.
Temporary requests
In some circumstances, temporary requests may be necessary. Temporary requests are requests for a facility for less than 12 months. In the event temporary facilities are needed, a memo must be submitted to your OFM Facilities Analyst that includes:
- A description of the need for temporary space
- The proposed solution
- Estimated costs and space size associated with that solution
- Proposed funding mechanism
- Contact information
Temporary requests will be reviewed within approximately 15 business days and follow up action for approval will be taken as appropriate. In the event the agency requests an extension on a lease acquired under a temporary request beyond the initial period, those requests must be approved by OFM.
