Personal Service Contracts Database
Personal service contracts are filed with the Department of Enterprise Services (DES) exclusively through the Personal Service Contracts Database (PSCD). PSCD was developed to automate many of the tasks associated with filing personal service contracts.
The database is available only to state agencies and institutions of higher education. You may access the PSCD by selecting the proper link (depending on whether you are located inside or outside the statewide intranet) located above.

If you need access to the PSCD, contact your agency PSCD administrator. If you do not know who your agency administrator is, contact the DES Enterprise Contracts at 360-407-8141 or email.
Applicable state laws
RCW 39.29 requires legislative and executive review of personal (consulting) services prior to start of work. Executive review is conducted by DES and is based on contract filings submitted by state agencies for specific categories of personal service contracts and amendments.

Report personal service contracts
PSCD is the exclusive way for agencies to report personal service contract information to DES. Contract information for reported contracts can be entered into the database when the contract is awarded rather than waiting until the end of the reporting period to compile and submit the information to DES. The reported contract information is then current in the database throughout the year. For information about reporting personal service contracts, use the resources below:
Report architectural/engineering contracts
PSCD is the exclusive way for agencies to report architectural and engineering (A/E) agreements and addenda to DES. Architectural and engineering agreement information is to be entered into the PSCD at least quarterly. However, it can be entered at the time of award, rather than waiting to the end of each quarter to submit the information.
