Labor Relations and Compensation Policy

The Labor Relations and Compensation Policy section of OFM is responsible for the negotiation and administration of over thirty (30) unique collective bargaining agreements and two health care agreements on behalf of the Governor with union represented employees, as established in the Personnel System Reform Act of 2002. These agreements determine the compensation and terms and conditions of employment for approximately 60,000 state employees and 50,000 publicly funded service providers and determine health care funding for approximately 100,000 state employees and 130,000 school district employees.

Interest arbitration awards

Interest arbitration is an impasse process used by the parties when the terms of a new contract are not resolved in bargaining between the employer and the union. Those issues are presented to a neutral third party for resolution on the terms of the contract.
