Policy Changes
Manchester Lab Facility Costs
Under an interagency agreement, the Department of Ecology and the U.S. Environmental Protection Agency share the cost of operating the Manchester Environmental Laboratory in Kitsap County. This lab provides technical, analytical and sampling support for chemistry and microbiology to multiple Ecology programs. Costs and proportionate shares are recalculated annually for such expenses as operations and maintenance, utilities, and janitorial and security services. One-time funding is provided to cover increased costs associated with this agreement during fiscal year 2019.
Lighthouse Litigation
The department is a defendant in a U.S. federal court case filed by Lighthouse Resources, parent company of Millennium Bulk Terminals. Trial is set for May 2019. One-time funding is provided to cover the cost of expert witnesses, discovery, motions practice and other expenses that will occur during the preparation and trial phases of the case.
