The current supply of low-income housing units is not sufficient to house low-income, vulnerable individuals and families. Funding is provided to build approximately 2,500 affordable, innovative housing units to serve a broad spectrum of vulnerable populations, including individuals with chronic mental illness who need supportive housing and case management services; homeless families; youth and individuals; veterans; farmworkers; seniors; and individuals with special needs. This funding also includes $10 million to preserve approximately 670 aging affordable housing units to continue to serve low-income and vulnerable individuals and families and $10 million to create approximately 156 units of net-zero or passive affordable housing.

Public Works Board

The Public Works Board is directed by chapter 43.155 RCW to administer the Public Works Assistance Account (PWAA) and provide financial and technical assistance to local governments. The PWAA provides financial assistance in the form of low or no interest loans to local governments to repair, replace or rehabilitate bridges, roads, sanitary sewer systems, domestic water systems, storm sewer systems and solid waste/recycling systems.

RCW 43.63A.125 requires the Department of Commerce to submit a project list proposed for the Building Communities Fund program to the Governor and Legislature every biennium. Funding is provided for 25 eligible projects that involve the acquisition, construction or rehabilitation of a nonresidential facility or facilities, and must be located in a distressed community or serve a substantial number of low-income or disadvantaged persons.

2019-21 Weatherization

The Home Energy Affordability Gap 2017 (report for Washington state) estimated that over 300,000 households need weatherization services in the state. This funding will continue the Weatherization Plus Health Matchmaker Program's statewide investment in clean energy, positive health outcomes and preservation of affordable housing. These homes include hard-to-reach markets, including rental, multi-family units and medically vulnerable households. This funding will leverage approximately $14 million in utility funding for a total investment of $34 million and will improve the energy efficiency, health and safety of approximately 4070 low income and vulnerable households. This funding also includes $5.0 million for grants for the Washington State University energy extension community energy efficiency program to support homeowners, tenants and small business owners to make sound energy efficiency investments by providing consumer education and marketing, workforce support via training and lead generation, and direct consumer incentives for upgrades to existing homes and small commercial buildings.

2019-21 Energy Efficiency and Solar Grants Program

Many facilities owned and occupied by state agencies, state higher education institutions, K-12 school districts and local governments were constructed prior to state energy codes or practices that encouraged energy conservation. Over the last 20 years, energy efficiency technologies have improved and can offer facilities significant efficiency opportunities when replacing outdated or non-serviceable equipment. In addition, all state agencies must meet Executive Order 18-01 issued by the Governor. This funding will improve the energy efficiency of existing public facilities and street lighting, and help install solar technologies to reduce energy demand and costs, and reduce Washington's carbon footprint. This project supports construction industry jobs across the state and helps the state lead by example in building a clean energy future.

Rural Rehabilitation Loan Program

Substandard housing has a negative impact on residents of rural communities in Washington. Many people, including seniors and disabled persons living in poverty, have equity in their homes but lack the financial resources to borrow against their homes to keep up with necessary maintenance. This program will provide deferred payment loans to rural property owners to pay for the cost of rehabilitation and repair of their homes. It stabilizes housing for people at risk of losing their homes, or who live in deteriorating, unhealthy homes. It is a cost-effective alternative to building new housing.
