Eastern State Hospital: New Boiler Plant

The boiler plant at Eastern State Hospital supports the domestic hot water, heating system and kitchens for two major facilities, Eastlake and Westlake, comprised of approximately 300 patients and nearly 850 staff. The boiler plant building is structurally deficient and has been recommended by an external evaluator as needing replacement. This project constructs a new boiler plant, including demolition of the existing boiler plant building, which is leaning. A reappropriation of funds is also granted to complete predesign and design.

Lakeland Village: Code Required Campus Infrastructure Upgrades

The emergency electrical system at Lakeland Village is over 40 years old, does not meet current code requirements and is at the end of its useful life. This project will complete required electrical replacements, including reconfiguring circuits in campus buildings and replacing the emergency generator, automatic transfer switch and load management controls. This is the third phase of a capital project in which earlier phases were completed in prior biennia. A reappropriation of funds is also granted.

Fircrest School-Nursing Facilities: Replacement

Fircrest School provides nursing care for clients with intellectual and physical disabilities. The Y buildings in which nursing clients are housed contain failing water, sewer and electrical systems. Building configuration does not comply with one-to-one bedroom to client ratio requirements, and poses client accessibility issues in the toilet and bathing areas. There is no vacant nursing space to relocate nursing clients to in the event of an emergency. This project will design and construct a new 120-bed nursing facility at Fircrest School. This project will help meet the projected future demand for nursing.

Western State Hospital-Forensic Services: Two Wards Addition

Western State Hospital's Center for Forensic Services is operating at full capacity with no reserve to address the current waiting list, which has come under judicial scrutiny over the past several years. A shortage of forensic beds is projected to continue in the future. This project constructs two new 30-bed admission units (60 beds total) for competency evaluation and restoration at Western State Hospital's Center for Forensic Services. A reappropriation of funds is also granted.

Yakima Valley School-Multiple Buildings: Safety Improvements

Fire alarm systems in seven cottages at Yakima Valley School are connected to the Main Building fire alarm control panel, but do not provide specific location information, which may risk slower fire response. Also, the guardrails and handrails at the entrance to the Main Building entrance landing have rusted to the point of failure. The landing has settled in several locations, resulting in potential tripping hazards and noncompliance with ADA requirements. This project will replace the fire alarm system to provide addressable information to reduce response time and meet current code requirements. This project will also replace the landing, guardrail and handrails. A reappropriation of funds is also granted.

Western State Hospital-Multiple Buildings: Elevator Modernization

The elevators at Western State Hospital are beyond their useful life. An external consultant found deficiencies such as noncompliance with ADA requirements and other features such as operation controls, rope grippers and outdated, unreliable door operators. This project will modernize two elevators in Building 21 (South Hall), four elevators in Building 29 (East Campus) and one elevator in Building 9. This a second phase of a project started in 2015-17, which modernized one elevator in Building 18 and two elevators in Building 29 (East Campus). There are a total of six elevators in Building 29.

Western State Hospital-Building 28: Treatment & Recovery Center

Special Commitment Center-King County SCTF: Building Purchase

The agency operates it as a Secure Community Transition Facility and is committed to providing this least restrictive alternative in King County for many years to come. The purchase of the existing building results in a financial savings for the state over the expected life of the current lease and beyond. This project will purchase the King County Secure Community Transition Facility through a Certificate of Participation.

Western State Hospital: New 500-Bed Hospital

Rainier School-PATs A, E & C: Cottage Cooling Upgrades

The resident spaces at Rainier School are cooled with a single air conditioner in the common room, but bedrooms can exceed 80 degrees for weeks at a time during summer months. This project constructs an energy efficient, Variable Refrigerant Flow cooling system to maintain resident space within temperature limits set by the Center for Medicaid and Medicare Services. The system will include PAT A (seven cottages), PAT C (seven cottages) and PAT E (nine cottages).

Special Commitment Center-Fire House: Electrical Upgrades

ESH and WSH-All Wards: Patient Safety Improvements

This project will reduce potential ligature points, and increase safety and security for patients and staff at Eastern State Hospital, Western State Hospital and the Child Study and Treatment Center. One of the projects at Western State Hospital will include expansion of duress alarm systems and addition of a closed-circuit television system at blind spots to improve staff safety. A reappropriation of funds is also granted.
