Echo Glen-Housing Unit: Acute Mental Health Unit

The Echo Glen Children's Center is the only state institution for female youth who have been convicted of a felony. Some of them need special attention and a more therapeutic environment due to mental health issues. This project creates an acute mental health unit for female youth, which will include light, gender responsive renovations to Cottage 12 and construction of a cover for a sports court to support outdoor activities throughout the year. In addition, reappropriation funding from the Department of Social and Health Services is transferred as a new appropriation to complete work initiated in the 2017-19 biennium.

Green Hill School-Recreation Building: Replacement

The outdated configuration of the Recreation Building at Green Hill School in Chehalis makes it difficult for staff to effectively supervise male juvenile offenders, which includes older, high-need males. This sometimes requires scheduling in separate groups for recreational activities. This project will construct a modern Recreation Building that will provide dynamic, therapeutic and physical exercise areas so that multiple groups can recreate at a time. The new facility will help support Prison Rape Elimination Act (PREA) standards and be a code and ADA-compliant facility. In addition, reappropriation funding from the Department of Social and Health services is transferred as a new appropriation to complete work initiated in the 2017-19 biennium.

The existing school buildings at Echo Glen Children's Center were built in 1967 and do not support a modern educational environment. Many youthful offenders have mental health or substance use disorders, which may be benefitted by a modern classroom environment. This project will perform a predesign and design on the academic school, which will include an assessment of whether it requires renovation, remodel or replacement.
