CBCC: Boiler Replacement

The boilers at Clallam Bay Corrections Center (CBCC) serve the critical function of providing domestic hot water and heat to the facility. They are 30 years old and at the end of their useful life. This project will construct a new boiler system to replace the seven diesel boilers in CBCC's Central Plant. A reappropriation of funds is also granted to continue predesign and design.

Washington Corrections Center: Transformers and Switches

The Washington Corrections Center's high-voltage distribution system that supports critical operations is over 50 years old and failing. In the past two years, the system has been the subject of emergency repairs and an electrical fire. This project will construct the high-voltage distribution system infrastructure. A reappropriation of funds is also granted to finish project design.

Washington Corrections Center: Replace Roofs

The roofing systems at Washington Corrections Center, specifically R1, R2, and R3, have exceeded their useful life and have failed. Water infiltration has caused the reinforcing steel within the concrete structure to rust and has degraded the structural integrity of the buildings. This project will construct a new roofing system for R2 and R3 to replace the failing roof and rooftop equipment. A reappropriation of funds is also granted to complete the R1 roof replacement.

Because of its age and condition, the existing system is no longer supported by the manufacturer. This project will construct a new fire and smoke alarm system. MCC: Security Video Camera Installation

A security video study authorized in the 2011 Legislative Session identified the Monroe Correctional Complex (MCC) as having old, failing video systems and a need for expansion of video surveillance systems campus wide. This project will design and construct about half of a new video surveillance system through camera installation, programming and integration. This project will help improve safety by addressing blind spots that are more common in older prisons than newer facilities and meet new Federal Prison Rape Elimination Act (PREA) requirements.

WCC: Reclaimed Water Line

The Washington Corrections Center (WCC) is granted water rights of 87,328,068 gallons per year. In 2017, the facility almost exceeded its limit by producing 86,905,000 gallons of water. This project connects the facility to the City of Shelton's reclaimed water line by installing a new water line and water meter from the City's reclaimed water line; installing and routing new water lines throughout WCC; and installing a new storage tank and pressure pumping system to allow the facility to store and use water when needed.

AHCC: Reclaimed Water

The city of Airway Heights is experiencing water shortages, which has impacted Airway Heights Corrections Center (AHCC), and has encouraged the Department of Corrections to connect to the City's reclaimed water line as a way to conserve potable water. This project connects the facility to the City of Airway Heights' reclaimed water line by installing a new water line and water meter from the City's reclaimed water line; new water lines throughout AHCC; and a new storage tank and pressure pumping system to allow the facility to store and use water when needed.

ECWR: Foundation and Siding

Despite monitoring and mitigation repairs performed over the past decade, the foundation of the Eleanor Chase Work Release (ECWR) in Spokane has settled to the point that the building envelope, concrete stairs at the building entrance and surrounding sidewalks are compromised. The siding is also cracked as a result of the foundation settlement and widening. This project will perform a predesign that includes a structural evaluation of the foundation and building structure, as well as a geotechnical evaluation of the soils on the building site.

WCCW: Security Fence at MSC for New Medium Capacity

There is a shortage of prison capacity for female offenders, particularly in medium security. This project will design and construct a security fence around the minimum security complex at Washington Corrections Center for Women (WCCW), which will allow some female offenders classified as Minimum 3 currently held in the medium security complex to be relocated to minimum security. Completion of the fence will coincide with projected minimum security bed vacancies made available through the opening of Maple Lane's 128-bed female minimum security facility.
