The Department of Enterprise Services is challenged in establishing a common vision for the preservation, redevelopment and future development of the Capitol Campus. Competing demands on engineering and architectural services staff are largely devoted to managing previously funded capital improvements and responding to day-to-day issues detected by campus tenants. This project will retain a professional consultant to produce a new Capitol Campus Master Plan which will include visioning, development of goals and objectives for the campus, data analysis and stakeholder work.

Elevator Modernization

Many elevators in properties managed by the Department of Enterprise Services have exceeded their life expectancy, which has contributed to equipment failures and entrapments. This project will modernize an elevator in Office Building 2, the Legislative Building and the Natural Resources Building. A reappropriation of funds is also granted to construct improvements to an elevator in the Plaza Garage.

Campus Physical Security & Safety Improvements

There are security deficiencies on the Capitol Campus which limit the ability to effectively respond to emergencies. This project will implement a distributed antenna system in the Natural Resources Building, Columbia and Department of Transportation parking garages; replace and align camera systems to a coordinated platform; replace and align duress alarms in the Legislative and Cherberg buildings; and design and construct a utility redundancy line. A reappropriation of funds is also granted to continue consultant review of the current state of security on the Capitol Campus and purchase security infrastructure.

Building Envelope Repairs

The Capitol Court building sandstone is not adequately attached to the buildings and is at risk of failing. This project will provide building envelope repairs at the Insurance and Cherberg buildings. This excludes the roofs, which were completed as part of a separate project. A reappropriation of funds is also granted to continue design and begin construction for the Capitol Court building, including design of the Insurance and Cherberg building's envelope repairs, and an assessment of the Temple of Justice roof and windows and the O'Brien building envelope to provide information for future projects.

Capitol Childcare Center

Legislative Building Exterior Preservation Cleaning

Water is infiltrating the masonry of the Legislative Building, causing damage to building materials, equipment and interior finishes. In addition, the building's skylights, doors and windows are in a state of disrepair. Failed hardware caused one six-foot high bronze and glass window to fall from its frame on the eighth floor. This project will repair and clean the building's skylights, doors and windows, which follows the dome cleaning that occurred in the 2017-19 biennium. A reappropriation of funds to continue dome cleaning is also granted.

Grounds Maintenance Building

The Department of Enterprise Services received funding in 2017-19 to demolish the conservatory, which was documented through geotechnical monitoring as being on an unstable hillside. As a result, grounds maintenance operations, including staff and equipment, were temporarily relocated to the basement of the Legislative Building. Some building and grounds staff were also relocated to the ProArts opportunity site. This project will design and construct a new grounds maintenance facility to support the care and maintenance of the Capitol Campus grounds. Staff and equipment displaced by the conservatory demolition will be relocated to the new grounds maintenance building.
