Washington State Public Health Laboratories (PHL) has exceeded its capacity and requires expansion to meet growing responsibilities to public health within the state and nationally. This project will add two new 14,600 square foot laboratory wings, a lunchroom/staff meeting area and a new media center. This funding is provided for predesign to look for alternatives to an addition that would alleviate this situation and provide PHL with adequate laboratory space for the next several decades. Design and permitting will occur during the 2021-23 biennium and construction the following biennium.

New Central Boiler Plant

Washington State Public Health Laboratories (PHL) was built in 1985 on the Fircrest Campus in Shoreline, Washington. This funding is for predesign, design, permitting, construction and installation of a new boiler plant. The Office of Financial Management must approve the predesign before design, permitting, construction and installation funds are allotted.

Minor Works - Preservation

Minor Works - Program

Funding is provided for additional chilled beams and a dry fire suppression system in room E7, an anteroom in the existing animal room, and a chilled water fan coil unit in room C44B. This funding will provide minor remodels or renovations, and replace or upgrade facility infrastructure and laboratory systems as required to enhance existing laboratory programs and adapt to changing needs. These minor works projects will be designed and constructed during the 2019-21 biennium and will not be phased.

2019-21 Drinking Water Assistance Program

The Washington Drinking Water State Revolving Fund (DWSRF) was established in 1997 pursuant to the Washington State Safe Drinking Water Act (RCW 70.119A) and the federal Safe Drinking Water Act. The DWSRF receives annual capitalization grants from the U.S. Environmental Protection Agency (EPA) to provide funding for publicly and privately owned water systems for designing, financing and constructing improvements aimed at increasing public health protection and compliance with drinking water regulations. This funding provides expenditure authority to administer the DWSRF Construction Loan Program. Construction loans will address infrastructure needs to solve public health and safety issues, failing or antiquated public infrastructure, emergency situations or regulatory compliance issues.

2019-21 Drinking Water System Repairs and Consolidation

Small water systems in Washington state often face technical, managerial and financial challenges. These challenges can lead to poor water quality, water system unreliability and failing water system infrastructure which pose significant public health risks to customers. This program provides cost-share grants to well-managed, publicly owned water utilities to assist with the costs of acquiring troubled water systems and permanently fixing the problems. This funding is provided to continue existing efforts by providing grants to consolidate small drinking water systems with larger, well-run utilities, or to fix failing water systems and bring them into compliance with the Safe Drinking Water Act.

2019-21 Drinking Water Construction Loans - State Match

The Drinking Water State Revolving Fund is structured as a federal-state partnership through which a permanent drinking water infrastructure revolving loan fund has been created in every state. Washington state is required to provide a 20 percent match to access new federal capitalization funds. This $11 million appropriation is for the required match and requires the Washington State Treasurer to make transfers from the Public Works Assistance Account into the Drinking Water Assistance Account during the 2019-21 biennium.
