Identifying Data Needs for Health Care Planning

Building on existing data to identify gaps, improve access, and support planning and Certificate of Need decisions

RCW 43.370.030(c) requires the State Health Plan and Resource Strategy to include a health care data resource plan that identifies the data elements necessary to support health planning and Certificate of Need (CoN) activities, inventories existing data resources, assesses gaps in data availability, and examines opportunities to improve access, infrastructure, and consistency in how data is used. This work builds on findings from Objectives 1 and 2, which identify key data needs related to population health, health care delivery, and system capacity. Those objectives also documented data gaps.

 

Key Research Areas

  • Identifying the data elements necessary to support health planning and CoN review
  • Evaluating existing public and private data resources
  • Assessing gaps, limitations, and barriers to data use
  • Examining broader IT infrastructure including governance, statutory authority and service agreements
  • Examining how data is collected including reporting burden and how data is used to inform planning and policy decisions

Findings from this assessment will include recommendations for increasing the availability of data related to health planning, such as greater community involvement in the health planning process and improved consistency in data used for certificate of need review.

This work will be guided by the following principles:

  1. Data collection should be driven by planning and decision-making needs
  2. Data definitions and methods should be transparent and where applicable, consistent, across agencies
  3. Data should support equitable analysis and identification of disparities
  4. Data should be accessible and transparent where appropriate
  5. Data systems should be sustainable and support ongoing health care planning
  6. Data should be collected and structured with reusability in mind

Inventory of Existing Data Resources

This work outlines the data resources currently available for health care planning and Certificate of Need activities. Understanding what data exists and how it is used provides a foundation for identifying gaps, supporting analysis, and improving alignment across planning and policy efforts.

Based on the assessment findings for Objective 3, the plan will identify areas for future policy consideration. These may include:

  • Opportunities to improve data collection and standardization
  • Approaches to enhancing data access and coordination across agencies
  • Strategies to modernize reporting requirements and minimize duplication
  • Improvements to data governance and vendor expectations
  • Investments in data infrastructure and analytical capacity
  • Alignment of data collection with evaluation and policy objectives
  • Harmonization of statutes governing data collection and use
