The annual Executive Branch HR Management Report (HRMR) is a comprehensive analysis of key workforce focus areas within Washington state government’s executive branch. This report highlights key trends and developments from the previous fiscal year.
Purpose of the HR Management Report:
- Facilitate Awareness and Engagement by providing senior leadership and partners with clear, data-driven insights into the workforce to foster collaboration on strategic initiatives and inform decision-making.
- Identify Strategic Alignment of HR activities that align workforce initiatives with broader organizational goals, ensuring that HR efforts support business strategies.
- Share Workplace Culture Insights using key workforce evaluation metrics to gauge workplace culture’s health and identify improvement areas.
- Highlight HR’s Impact via showcasing HR contributions and demonstrating how workforce initiatives align with and drive overall business success.
FY 2025 HR Management Roll-Up Report
Covering the period from July 1, 2024, to June 30, 2025, this report presents eight key workforce management topics with insights and analyses derived from the statewide HRMR survey responses submitted by executive branch agencies. It highlights workforce management drivers, constraints and opportunities across the enterprise. It also provides maturity assessment of key workforce management areas with examples of strategic levers for progressing toward an optimized and equitable workforce model.
Annual Submission Process:
Each fall, all executive branch agencies are asked to contribute to the HRMR by completing an online survey detailing their workforce initiatives for the prior fiscal year. A team of subject matter experts from the OFM/State Human Resources Division (State HR) developed survey questionnaire, reviewed and analyzed survey responses. The HRMR survey findings are summarized in the HR Management Roll-up Report.
