Overview
Washington state reaffirms and renews its commitment to eliminating and remedying the historical effects of workplace inequities and barriers for people with disabilities. State government, one of the largest employers in Washington, shall strive to employ people with disabilities at all levels of state government at the same percentage within its workforce as the percentage of working age adults with disabilities residing in our state.
Washington state government shall strive to create universal access and belonging for people with disabilities throughout every phase of employment.
OFM is charged with setting standards for agency disability employment plans and developing agency resources.

Project update
Executive summary
Executive Order 24-05 is moving forward with few roadblocks on individual agency owned deliverables. Steering Committee leaders are working together to remove these roadblocks.
Some key successes include DES delivered four trainings in Q2, 2026 with two more additional trainings to be delivered in Q3, 2026.
OFM released a training directive mid-May to provide clarity to agencies implementing the training required under this Executive Order. OFM also released an updated Diversity Dashboard that assists agencies in understanding the composition of their workforce.
EQUITY has several key items in progress including the Universal Access and Belonging Plan, the 24-05 Toolkit, and the Workforce Equity Assessment, which have been shared to key partners for feedback.
Supported Employment meetings between OFM and DSHS to align program ownership and governance began in Q2, 2026 and will continue in Q3, 2026 with DES included to develop an MOU that aligns with agency responsibilities outlined in the RCW.

Training modules
As outlined in State HR Directive 26-02 and in Executive Order 24-05, all staff must be trained in creating accessible documents and forms within six months of the start of their employment.
