HR directives

What state HR directives are

State Human Resources issues directives to give agencies clear and formal instructions for managing the state workforce. Directives explain what agencies must do, why the requirement exists, and how to complete the work. They apply to Washington’s executive branch cabinet agencies and, when appropriate, institutions of higher education. Each directive describes who must follow it, the purpose behind the requirement, and the steps involved. Directives also include legal references, definitions, system needs, and roles and responsibilities so agencies can apply the requirements consistently and confidently.

How directives are developed

State HR develops and updates directives through a collaborative process rooted in the shared values of Washington’s HR community. Internal experts, agency and institution partners, and SHR leadership work together to review content, share diverse perspectives, and strengthen outcomes by combining statewide best practices with the flexibility needed to meet unique organizational needs. This approach centers equity, inclusion, integrity, open communication, and collective leadership. It also reflects our commitment to creating an HR system where employees can belong, thrive, and provide excellent service to the people of Washington. Once directives are approved, they are logged, filed, and shared with the partners who need them, supporting a clear and coordinated HR framework across state government.
