Pursuant to the Zero Emission Vehicles Executive Order 21-04, issued November 7, 2021, the Washington State Department of Commerce’s State Efficiency and Environmental Performance Office has developed a Home EV charging policy guide to assist agencies in creating internal policies and procedures for at-home charging of take-home state EVs. The guide includes the formula that agencies will use to calculate the charging reimbursements to state employees and steps for processing.

The formula used to calculate the reimbursement amounts is (Tier 2 kWh rate) x (miles driven) / 2.2 (miles per kWh). Puget Sound Energy’s Tier 2 kWh rate for residential service is used in the calculation. OFM will update SAAM 10.90.20 annually, in January, to reflect the current Tier 2 kilowatt-hour (kWh) rate.
