We are excited to announce that the draft version of Chapter 110 – Federal Grants is now available for review in the Washington Administrative and Accounting Manual (WAAM), which will replace SAAM when the state transitions to Workday.

While many existing state policies related to federal grants remain unchanged, a few key differences in federal reporting in Workday are important to highlight.

The most significant change is the requirement for agencies to track federal revenue and expenditures using the Grant worktag. In Workday, custom validations will require agencies to assign a Grant worktag to all federal revenue transactions and the corresponding expenditures. Because the Grant worktag is a balancing worktag, any related receivables and liabilities recorded during revenue and expenditure recognition must also include the same Grant worktag. This approach will improve the accuracy and traceability of federal reporting. For additional details, refer to WAAM Chapter 80.45 Foundation Data Model: Grant Worktag.

There is also a change in how agencies will track subrecipient expenditures. In Workday, a new report GRA Subrecipient Tracking has been developed to support this requirement. This report captures expenditures recorded either through the grant subrecipient supplier contract type or through Spend Category SC01755 | Payments to Providers | Sub-Recipient, which agencies may use when processing subrecipient payments. WAAM Section 110.40 – Federal Assistance Disclosure Forms is still in progress, and we will have additional details to share closer to go-live.
