We are excited to announce that the draft version of WAAM Chapter 170 – Interfund & Interagency Transactions is now available for agency review. This chapter is part of the Washington Administrative and Accounting Manual (WAAM), which will replace SAAM when the state transitions to Workday.

The most significant change from the current policies and procedures is how interagency payments are processed. While the accounting principles governing interagency transactions remain largely unchanged, the methods used to record and settle those transactions have been updated to align with Workday’s business processes.

Currently, agencies process interagency transactions using Interagency Payments (IAPs) and Journal Vouchers (JVs). In Workday, most interagency payments made from Treasury and Treasury Trust funds will be processed through Supplier Invoices.

The typical interagency transaction in Workday will be as follows:

  • The billing agency creates a Customer Invoice when using the Workday Customer module or establishes the receivable through its agency billing process if not using the Customer module.
  • The paying agency processes a Supplier Invoice to make payment.
  • The billing agency records the receipt through either a Customer Deposit or an Ad Hoc Bank Transaction (AHBT), depending on how the receivable was established.
  • Workday’s settlement process and daily integrations automatically record a transaction to clear the related interagency receivable and payable balances and move the cash, significantly reducing the need for manual journal entries.

The goals of the new processes were to streamline transaction processing, reduce manual effort, and improve the accuracy and visibility of interagency activity across the state.
