Hiring Freeze FAQ
Per Governor’s Directive 24-19, issued Dec. 2, 2024, a statewide hiring freeze is in effect until further notice.
In a memo to agency directors, OFM issued the following: INSTRUCTIONS TO IMPLEMENT GOVERNOR’S FREEZE DIRECTIVE
Exemptions and exceptions
Agencies are responsible for approving and documenting their own agency head-approved exemptions and exceptions with no need for prior OFM approval. However, all agency head-approved exceptions must be reported to OFM for monitoring using the OFM Exception Freeze Report. Refer to our freeze information page for more details on exemptions and exceptions.

State HR Hiring Freeze Data Monitoring Process: We are currently clarifying monitoring expectations and reviewing existing data resources to establish a clear and effective monitoring and reporting process. Once finalized, we will share the methodology and identify the resources enabling agencies to align their internal monitoring efforts as needed.
