The Allotment System (TALS)

TALS allows online development of the agency’s capital and operating allotment packages. It supports the allotment development, management, review, reporting and monitoring needs for state agencies, the Legislature, the Office of Financial Management (OFM), and the public. Agency allotments can be developed at any level of detail to allow for detailed analysis. Security levels are built in to ensure that only users with the appropriate level of authority have the ability to make changes after records are locked.

Internet Explorer, Microsoft Edge, and Google Chrome in Compatibility Mode (Tools > Compatibility View Settings > Add ofm.wa.gov in the “Add this website” box and click add)

To add Internet Explorer compatibility:

  • In Edge: go to settings (the three dots to the right of the address bar), Default browser, Internet Explorer compatibility – Incompatible sites only.
  • In Chrome: go to settings (the three dots to the right of the address bar), Privacy and Security, Pop-ups and redirects, add talsamr.ofm.wa.gov. Return to Privacy and Security, Site Settings, TALS will show under Recent activity. Click on the arrow on the side down, this will open the site permissions and options. All options should be on Ask or Allow (default) except: Pop-ups and redirects should be on Allow. Ads & Insecure Content: Blocked (default). Sound will be Automatic.

Note: If these settings are greyed out, please work with your internal IT staff.

In order for TALS to work, pop-up blocker must be for this site. This is a two-step process that from the Internet Explorer: Select Tools, Pop-up Blocker, TURN OFF POP-UP BLOCKER Select Tools, Compatibility View Settings. Once in the Compatibility View Setting *wa.gov will be in the “Add this Website”. Administrative rights are needed to click the “ADD” Icon. (Note:  If this is greyed out work with agency internal IT staff.)

  • In Edge, go to settings (the three dots to the right of the address bar), Cookies and Site Permissions, Pop-ups and redirects, add talsamr.ofm.wa.gov.
  • In Chrome: (the three dots to the right of the address bar), Privacy and Security, Pop-ups and redirects, add talsamr.ofm.wa.gov.
