OFM Forecasting and Research Fellowship/Internship Program

OFM Forecasting and Research is uniquely positioned as a source for data, research, and statistical analyses to inform decisions by the Governor, the legislature, other state agencies, research communities, and the public. We are home to in-house analytical research and databases ranging from health care, education, demographic characteristics, criminal justice, traffic safety, and economic trends. As data custodians, we value privacy, security, and access.

The OFM F&R Fellowship/Internship program offers project-based (temporary), non-remunerated (unpaid*) volunteer positions that affiliates fellows (researchers with advanced degrees) and interns (current graduate students) with OFM’s Forecasting and Research Division for the duration of a defined research or data development project.

*When funding is available, some positions may be compensated with a stipend.

*The fellowship and internship programs do not include retirement or medical benefits. If any other benefits are available, they will be listed on a project-by-project basis in the specific fellowship or internship description.

About the program

Fellows and interns work in close collaboration with OFM F&R staff and may be embedded within one or more of the following units:

  • Economics Unit
  • Education Research and Data Center
  • Forecasting Systems
  • Health Care Research Center
  • Population Unit
  • Public Safety Policy and Research Center

Each fellowship and internship is directly tied to a specific project that aligns with OFM’s mission and strategic priorities.

Like most OFM F&R staff, fellows and interns will work remotely, for approximately 10-20 hours per week. There may be some opportunities for in-person meetings.

Expected project outputs

Depending on the project, fellowship and internship outputs may include publicly available:

  • Research reports and technical memoranda
  • Forecasting or simulation models
  • Policy briefs and presentations
  • Data tables, visualizations, tools, or analytical frameworks

All outputs are developed in coordination with OFM staff and adhere to OFM quality and publication standards.

Benefits of the program

Data access and confidentiality requirements

Data access is strictly controlled and granted only as necessary for the approved research project.

  • Fellows and interns must sign a non-disclosure agreement (NDA) at their initial onboarding.
  • Fellows and interns must receive privacy training and sign any necessary data confidentiality agreements before accessing any non-public or restricted data.
  • Depending on project needs, fellows and interns may be limited to:
    • Aggregated or de-identified datasets, where appropriate
    • Read-only or supervised access environments
  • All work products are subject to review to ensure compliance with confidentiality requirements.
