General application of the freeze
1. Directive 24-19 states that it applies to all agencies under the direction of the governor. How do I know if it applies to my agency?
2. My contract is partially funded by a private or federal funding source and partially funded by the state. Is it exempt from the freeze?
3. My agency provides funding to other entities, both public and private, through grant agreements. These grant funds are used for services contracts and other purchases. Can my agency still enter into grant agreements and provide the funding?
4. Are contracts provided for in the enacted capital or transportation budget and funded through bonds proceeds exempt from the freeze?
5. If I believe that my agency’s contract purchase fits into one of the exemptions listed in the governor’s directive, do I still need to include it in the report to OFM?
6. What does “Approved Information Technology Projects” mean?
