In order to address a projected deficit in the common school construction account during the 2019-21 biennium, $15 million is swapped from the account with bonds from the 2019-21 school construction assistance program (40000013). Additional bond backfills to improve the health of the common school construction account are included in the Governor's proposed 2021-2023 capital budget.

The $15 million in bonds this frees up is then applied to the reappropriation for the 2017-19 school construction assistance program (40000003). Additional bond backfills to improve the health of the common school construction account are included in the Governor's proposed 2021-23 capital budget.
