Policy Changes
Lake Roosevelt Adjudication
The Lake Roosevelt water right adjudication requires agreement with federal entities on the scope and water rights included in this action. While Ecology continues to implement pre-adjudication activities to prepare for a possible court case filing in Superior Court in the 2025–27 biennium, the agency anticipates a one-time savings of funding which would have been needed during Fiscal Year 2025. (General Fund - State)
Tribal Capacity Grant Adjustment
In the Fiscal Year 2024 supplemental budget, $5 million was added to the tribal capacity grant total, beginning in January, 2025. In order to give more time for Tribes to spend this new funding, $3 million is shifted to Fiscal Year 2026. (Climate Investment Account - State)
Water Use for Irrigation Analysis
In the 2023–2025 biennium, Ecology's Office of Columbia River received funding to support the U.S. Bureau of Reclamation’s (USBR) irrigation analysis work in the Snake River. The USBR requested and used the funding provided in Fiscal Year 2024, but have not requested the Fiscal Year 2025 portion of the funding to date. The Fiscal Year 2025 funding is reduced, as Ecology has an existing capital budget appropriation that could be used to provide the remainder of the intended funding if requested by USBR.
