2021-23 Drinking Water Assistance Program

Increases expenditure authority for the Washington Drinking Water State Revolving Fund Construction Loan Program due to anticipated federal Infrastructure Investment and Jobs Act funding. The program was established in 1997 pursuant to the Washington State Safe Drinking Water Act (RCW 70.119A) and the federal Safe Drinking Water Act. It receives annual capitalization grants from the U.S. Environmental Protection Agency aimed at increasing public health protection and compliance with drinking water regulations by providing funds for designing, financing and constructing improvements for publicly and privately owned water systems.

New LED lighting and controls in existing laboratory spaces

The department is working towards making the Public Health Laboratory as energy efficient as possible. LED lights are more energy efficient thus less expensive to operate. Maintenance on LED lights is minimal and they have a life expectancy of more than 6 times that of fluorescent lights. Adding lighting controls will save additional energy by turning off lights when sufficient daylight is available or when the space is unoccupied.

Public Health Lab Solar Installation on Existing Roofs

Uninterrupted Power Supply (UPS) for Public Health Labs

During power outages at the Public Health Lab, the existing generator can take 10 seconds to reach full power. This lapse can cause the lab’s sensitive equipment to shut down, invalidating the current run and requiring staff to start another run. This funding will install a new UPS in the penthouse of each laboratory wing.

Safety & Security Site Improvements for PHL Grounds
