Policy Changes
DES Central Services
Adjustments are made to reflect each agency’s anticipated share of charges from the Department of Enterprise Services for campus rent, parking, security and contracts; capital project surcharges; financing cost recovery; public and historic facilities; real estate services; risk management services; personnel service rates; the Perry Street and Capitol Campus child care centers; small agency services; and the department’s enterprise applications. WFSE General Government
The collective bargaining agreement includes a general wage increase of 3.25% for fiscal year 2023 and a lump sum payment for employees who were employed continuously starting on or before July 1, 2021 through June 30, 2022. (General Fund - State, OMWBE Enterprises Account - State)
Certification Support
Funding is provided for a lead certification analyst to help meet an anticipated rise in applications from minority- and women-owned businesses. The agency will process applications from businesses in local jurisdictions’ databases and through the internet-based bid notification system used by many state agencies and educational institutions. This position also will support targeted outreach efforts to expand the pool of certified businesses for statewide public contracting and procurement per RCW 39.19.030 and help implement recommendations of the 2019 Washington State Disparity Study. Public Records
The number and complexity of public records requests received by the Office of Minority and Women's Business Enterprises (OMWBE) has increased in recent years. OMWBE also holds data and records deemed confidential under both state and federal law. Funding is provided for a dedicated public records officer because continuing to manage public records as an additional duty for staff with other primary responsibilities is an untenable solution. Risk Management
Risk management, procurement and contracting work has been spread among agency staff in addition to their primary duties. As OMWBE has grown to meet the demand for equity in public contracting, continuing this approach would present an unacceptable level of legal and financial risk. Funding is provided for a risk management officer to oversee procurement and contracting work, develop and update policies and procedures, and identify and mitigate risks. (General Fund - State)
Non-Rep General Wage Increase
A general wage increase of 3.25%, effective July 1, 2022, is provided for state employees who are not represented by a union or who are covered by a bargaining agreement that is not subject to financial feasibility determination. (OMWBE Enterprises Account - State, General Fund - State)
PERS & TRS Plan 1 Benefit Increase
For eligible Public Employees' and Teachers' Retirement Systems Plan 1 members, this item provides an increase of 3%, up to a maximum of $110 per month. (OMWBE Enterprises Account - State)
Archives/Records Management

Legal Services
Adjustments are made for each agency's anticipated cost of Attorney General's Office legal services based on a three-year average. Because legal services costs are based on usage, funding provided in the central service model is not all inclusive. (OMWBE Enterprises Account - State)
