SWHR Employee Appointment Type Definition Updates

New rules for higher education part-time/temporary/nonpermanent employees go into effect July 1, 2022.  OFM will be updating the Higher Education Data Transmittal Specification with updated “Employee Appointment Type” definitions to align with the new rules. Notification will be sent out when the updated document is available in the institutions SFT folder.  For community colleges, the State Board of Community & Technical Colleges will receive the transmittal specification document.

Updated Definitions:

 Employee Appointment Type - The code used to indicate the permanence of an employee’s appointment to a job/position.  A permanent employee may be placed in a non permanent appointment.

Temporary (01)

Definition: Higher education only.  Positions exempt from the civil service rules, position intended to be filled on a temporary basis that meets the following criteria in accordance with WAC 357-04-045:

  • The employee is employed twelve consecutive months or less;
  • The employee is employed for one thousand fifty hours (1,050) or less in that same twelve consecutive month period which begins from the original date of hire or July 1, 2022, whichever is later; and
  • The employee is limited to one appointment only with the same higher education institution.

Non Perm On Call (14)

Definition: Work not regularly scheduled

  • Use Non Perm On Call (14) for an appointment where the nature of the work is sporadic and does not fit a particular pattern and is generally unscheduled (intermittent).
  • Use Exempt (16) if position meets criteria listed in the definition such as an exempt on call Medical Professional.

Non Perm Limited (15)

Definition:  Work is regularly scheduled

  • Non Represented
    • Absence of permanent employee
    • Recruiting to fill a vacant position
    • Short‐term immediate workload peak or short‐term need
    • Employer is not filling a position with a permanent appointment due to the impending or actual layoff of a permanent employee
    • Must not exceed 24 months
  • Represented Non Perm
    • To fill in for the absence of a permanent employee
    • During a workload peak
    • While recruitment is conducted
    • Must not exceed 18 months

Exempt (16)

Definition: Use Exempt (Administrative Professional) for an appointment into a position not covered under state civil service law.  Employees exempted from civil service rules:

  • Positions exempt from Civil Service Rules (RCW 41.06), and
  • Position is on-going work and doesn’t meet criteria for Temporary (01)

Includes Part-time professional consultants such as physicians, architects, or other professional consultants employed through an independent contractual relationship for advisory purposes and who do not perform administrative or supervisory duties.
