Workday® is a cloud-based system for finance, procurement, budget, HR, and payroll. We are implementing Workday for all agencies in phases, starting with finance. Workday will integrate with agency systems to provide rich financial reporting capabilities.
Current focus: core financials
Workday will first replace the state’s core accounting system, the Agency Financial Reporting System (AFRS) (Phase 1A). Once live, Workday will be the financial system of record for all Washington state agencies.

Frequently asked questions
We anticipate that the first phase (Phase 1A: Core Financials, replacing AFRS) of Workday will go live between July 2026 and January 2027. For more details, visit https://one.wa.gov/.
Phase 1A: Core Financials replaces AFRS at Washington state agencies. The scope of this first phase of Workday implementation includes:
- Accounts receivable and invoicing
- Cost allocation for health & human service agencies
- Accounts payable and payments (not travel)
- Spending plans and budget controls
- Purchase authority and purchase item data
- Banking and settlements
- Fixed assets
- Interagency payments
- Centralized vendor/customer management
- New foundational data model
- Encumbrance accounting
- Financial reporting
The FDM is the data framework that serves as the backbone for transactions processing, reporting, and security in Workday. It replaces the state’s Agency Financial Reporting System (AFRS) Chart of Accounts (COA) and will be used across Workday Financials and Human Capitol Management.
The FDM answers critical questions about transactions:
- Who: The Company (state agency) and the Cost Center (responsible unit).
- How: Funding sources like Fund, Grant, or Appropriation.
- What: ledger Account or Spend Category to define how money was used.
- Why: Program or Project to specify the purpose of the transaction.
- When: Fiscal Period of Service to indicate when the transaction occurred.
Yes. For most roles, your agency will need to have two or more assignees for backup support if a single person is out. Multiple assignees also help with the segregation of duties. For example, with an approval role, the same person can't approve their item, so another person would need to be added as an approver to approve it.
Yes, Workday allows you to export reports in several formats, including Excel, PDF, and CSV. This makes it easy to share or analyze the data externally or within other systems.
