DRAFT – Washington Administrative & Accounting Manual (WAAM)
The Washington Administrative and Accounting Manual (WAAM) will replace the State Administrative and Accounting Manual (SAAM) at Workday go-live.
Statewide Accounting is currently drafting WAAM. This page will be updated periodically with draft chapters as they are completed. The draft chapters will change as we continue to receive feedback and review internally.
The following chapters are available for review.
- DRAFT Chapter 20 – Fiscal Responsibilities and Accounting Principles (10.14.2024)
- DRAFT Chapter 40 – Internal Control (10.14.2024)
- DRAFT Chapter 50 – Internal Audit (10.14.2024)
- DRAFT Chapter 60 – E-Commerce Policy (10.14.2024)
- DRAFT Chapter 90 – Statewide Customers and Suppliers (01.29.2025)
- DRAFT Chapter 150 – Payables and Disbursements (04.01.2025)
- DRAFT Chapter 230 – Travel (10.14.2024)
Agencies are encouraged to review these chapters and submit questions or comments here so updates can be considered prior to finalizing WAAM and before Workday go-live. Statewide Accounting is still reviewing the chapters for spelling and grammar.
The SAAM to WAAM crosswalk is currently in progress. The crosswalk for the WAAM sections listed above is located here: DRAFT SAAM to WAAM crosswalk (04.01.2025). This crosswalk will continue to be updated to ensure all sections in SAAM are cross walked to WAAM or, if not cross walked, an explanation will be provided.
