Planning for suspension of OFM services

July 1, 4:30 a.m.: Gov. Inslee has signed the 2017–19 state operating budget. For positions funded by the operating budget, all notices for temporary layoff, reduction in work hours and emergency leave without pay are rescinded.
The Legislature, however, approved only a partial 2017–19 capital budget, which the governor has signed. Notices for temporary layoff, reduction in work hours and emergency leave without pay related to the capital budget remain in effect.
This page will be updated when we have additional information on the capital budget.
In the unlikely event that a shutdown is necessary, we have identified OFM services we will have to suspend until the 2017–19 budgets are enacted.
OFM services that will be suspended:
- All services within the agency with the exception of those listed below are suspended.
- Suspended services include activities related to responding to public records requests. We will be unable to process public records requests while the office is closed, and when the office re-opens, more time will be needed to process requests because we anticipate there will be a backlog of pending requests as well as new requests that may have been submitted. This notice also serves as the five business-day acknowledgment of requests. (RCW 42.56.520)
OFM activities that are constitutionally mandated or supported through non-appropriated accounts that will continue:
- Labor relations related activities (non-appropriated)
- Limited state transportation budget activities (appropriated in enacted transportation budget)
- Limited staff as necessary to support the Governor in the performance of his constitutional duties
- Limited staff as necessary to support the State Treasurer’s Office in performance of constitutional duties
