Used only to carry out operating and capital programs, activities, and projects directly relating to stormwater activities defined in statute, including but not limited to stormwater pollution control projects and activities that protect or preserve existing remedial actions or prevent hazardous clean-up sites; and stormwater financial assistance to local governments that assist in compliance to the purpose of this chapter.
