Funding level changes reflect a decrease in expected eligible projects, changes in funding sources, and an increase to the state funded cost per square foot. The construction cost allocation (state funded cost per square foot) has been increased from $272/SF to $350/SF for FY25 in the 2024 supplemental budget. Funds state matching grants to qualifying local school districts for construction, renovation and modernization of K-12 school facilities. Funding may be used for study and survey grants that help districts obtain school construction grant assistance.

2023-25 Small District & Tribal Compact Schools Modernization

This item increases the total funding amount provided for the Small District and State Tribal Compact Schools Modernization program to finance small district modernization grants from common school trust lands and capital gains tax revenue. These grants will allow small and rural school districts that cannot participate in the School Construction Assistance Program (SCAP) to access common school construction revenue, regardless of the district’s ability to pass a capital bond or levy. The Small District Modernization Grant Program funds building system replacement and repairs for districts with significant building deficiencies and such low property values that financing through SCAP would place an extraordinary tax burden on property owners or exceed allowable debt for the district. The grant also provides additional funding opportunities for Tribal compact schools using state general obligation bonds.

Equitable Access to Clean Air & Improving Classroom Air Quality
