Definition

Within the Office of Insurance Commissioner (OIC), leads professional training staff in formulation, implementation and evaluation of statewide training and outreach for the SHIBA HelpLine program;

OR 

Plans, develops, coordinates and manages special projects and task forces.  Negotiates and administers grants.

Typical Work

Supervises staff; 

Negotiate contracts and mediate conflicts; 

Manage, train and motivate sponsors and partners to comply with terms and conditions of their contracts and other agreements; 

Educate consumers, professionals, and other targeted groups through training, presentations, workshops, information fairs, materials distribution, etc.; 

Participate in State and Federal policy making task forces; 

Oversees development of legislative proposals; writes curriculum and oversees process of curricular development, evaluation, and revision; 

Leads team effort to maintain statewide consistency in training; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  Health insurance statutes, rules, regulations and eligibility; writing, and graphic design; community organizations; volunteer and organizational management. 

Ability to:  Analyze health insurance policies, contracts, State and Federal statutes and regulations relating to health insurance; manage and organize time and multiple priorities; write and design training and consumer education materials.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position. 

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Two years experience as a Health Insurance Advisor 1.

OR 

A Bachelor's degree and four years of professional experience in community development, adult training, and volunteer management. 

Additional qualifying experience may substitute, year for year for education.
