Definition

This is the lead worker of the Youth Academy Residential Specialist series. As the cadre team’s designated lead worker, assigns, instructs, and checks the work of subordinate Youth Academy Residential Specialists assigned to the shift. Incumbents at this level perform both line and lead staff duties, with minimum supervision, in support of the residential programs and Academy participants at the Washington Youth Academy. Duties support all aspects of the program’s 24/7 operations including the care, control, safety, education, physical fitness, life skills, and community service activities of Academy participants during the residential phase of the Washington Youth Academy.

Typical Work

As the Cadre Team Leader responsible for providing the quasi-military structure, discipline, and training of the Academy participants on a 24/7 basis;

Participates in screening and interviewing applicants to the WYA and assists in selecting candidates who have the best chance of success in meeting their individual and program goals;

Leads team in preparing the Academy facilities, supplies, and equipment to effectively and efficiently receive and in-process each new class;

As the Cadre Team Leader implements the Pre-Challenge curriculum (weeks 1 and 2) in accordance with program goals, identifies those Academy participants who are prepared mentally and physically and are truly committed to changing their lives;

As the Cadre Team Leader ensures that all daily and weekly academic, physical training, and personal development activities and requirements are completed and program goals are met;

As the Cadre Team Leader implements daily program of activities to include conducting Academy participant inspections and unit formations, reviewing/directing minor disciplinary actions of Academy participants, rating performance, etc;

Provides oversight of Academy participants’ movement to and from all destinations while adhering to military drill and ceremony standards and ensuring safety and welfare of Academy participants;  calls cadence and marches Academy participants to and from all destinations and participates in periodic running and physical fitness training with Academy participants;

Mentors and monitors the progress of the on-the-job training requirements performed by subordinate personnel assigned to Cadre Team Leader’s shift;

Assists in the collection of individual participant and program performance data for entry into the National Guard Bureau’s data bases and reporting system;

Advises Cadre Team Supervisor and/or Commandant of budget and resource requirements;

Performs other duties as required.

Legal Requirement(s)

A valid driver’s license is required.

A Commercial Driver’s License (CDL) with appropriate endorsements may be required.

Individuals working with at-risk youth in a residential setting must take and pass pre-employment and periodic drug tests as outlined by Agency policies and procedures.

Individuals working with at-risk youth in a residential setting must complete and pass pre-employment and periodic background checks as outlined by Agency policies and procedures.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

High school graduation or GED equivalent and three years of experience working with at-risk youth or related experience such as youth services, social services, military, education, or law enforcement.

Two years of college may substitute for one year of the required experience.
