OUTDOOR GRANTS MANAGER - SENIOR
In the Interagency Committee for Outdoor Recreation/Salmon Recovery Funding Board, analyzes, evaluates, and makes recommendations to the board(s) on requests for funding of outdoor recreation, habitat, and/or salmon recovery projects and subsequently manages approved projects. In addition, serves as the assistant section manager.
As the assistant section manager leads a section in developing project criteria, technical program data, specifications, methodology, procedural guidelines and the division operating budget.
Receives and conveys directions from the supervisor to fellow employees and takes the lead in performing and completing tasks assigned by the supervisor;
Responsible for assuring project reimbursement requests are valid and in conformance with agency and/or federal regulations;
Site inspections: pre-award, interim, final, and compliance site inspections to determine adherence to policies and agreement;
Provides recommendations to financial and project amendment requests and prepares necessary documents;
Serves as staff to the Salmon Recovery Funding Board (SRFB) and Interagency Committee for Outdoor Recreation (IAC) and any sub-committees or panels established by the Boards;
Responsible for developing and monitoring compliance with project agreements for grant programs;
Provides liaison services with lead entities regarding salmon habitat project lists and watershed strategies;
Consults and coordinates with state, federal, and local governments, conservation districts, non-profit organizations, tribes, RFEG, private landowners, and private consultants, and project applicants;
Performs other work as required.
Knowledge and Abilities
Knowledge of: theory, principles, and practices of planning, development and utilization of land and water areas for outdoor land and water-associated recreation; land acquisition; land values; public recreation facilities needs.
Ability to: supervise and coordinate staff activities at divisional or agency level; establish and maintain effective cooperative relationships with federal, state and local government officials; estimated usefulness of potential recreation sites as related to overall state and regional needs; arrive at sound recommendations for or against immediate financing of potential recreation projects; write and speak effectively; travel frequently for short periods of time.
There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.
A Bachelor’s degree in public administration, parks and recreation management, landscape architecture, fish or wildlife management, watershed planning, engineering, geography, land use planning, forestry, natural resource management, environmental studies or related field and four years of professional experience in the acquisition, development, or management of recreation, habitat, or conservation lands and resources.
A Master's degree in one of the above fields will substitute for one year of experience.
Additional qualifying experience will substitute year for year for education.
One year as an Outdoor Grants Manager, or an Outdoor Resource Planner, or equivalent.
