Definition

This is the senior, specialist or leadworker level of the series. Leadworker positions lead fiscal related professional staff conducting financial reviews and analysis of fiscal data, grants or contracts in accordance with Generally Accepted Accounting Principles [GAAP]. Senior positions independently plan, coordinate and conduct fiscal, grants or contractual reviews of the more comprehensive fiscal or manual accounting systems in accordance with GAAP, statutes or regulations. Positions can also coordinate and direct cash flows or investment activities of an agency.

Typical Work

Lead worker positions are designated by management to lead fiscal related professional staff involved in accounting, budgeting, auditing or other fiscal review and analysis; Senior level financial positions design, develop, install, coordinate and maintain financial systems;
Senior level financial positions analyze revenue projections, budget or expenditure forecasts for a management specified and designated geographic areas such as a division, region, district, institution etc.;

Functions as a senior specialist investment accountant;

Coordinates daily cash receipts with cash disbursements to determine the state’s net cash position to make investment decisions;

Oversee electronic fund transfers to expedite the receipt and transmission of revenues consolidation deposit data from depositing and disbursing agencies, banks, financial committees, and other investment sources to project the availability and investment of temporary surplus funds;

Conducts fiscal and administrative review of proposals requiring consultation with principal investigators and funding agencies; prepare written summaries for institution officials;

Reviews and approves budgetary actions facilitating grant and contract awards;

Approves new account authorizations for use by institution administration in establishing or amending accounts;

Performs complex analysis, including historical synopsis of on-going programs with multi-investigators and multi-sub accounts for the proper accounting of expenditures;

Analyzes and responds to questions regarding sponsor intent and compliance with fiscal or administrative requirements;

Provides interpretation of funding agency and institutional regulations and policies to faculty, staff and interested parties;

Represents the institution on site visits or during formal conferences with funding agency representatives;

Trains and develops fiscal related professional staff in financial methods and procedures;

Monitors, reviews, or audits the accounting or fiscal aspects of contracts or grants to ensure contractual fiscal or grant compliance;

Analyzes complex financial and statistical data and determines their significance;

Prepares comprehensive narrative statements supporting complex financial reports;

Performs specialized accounting activities in an accounts payable or receivable system;

Coordinates fiscal procedures with institution administrators, information specialists, department heads and division chiefs to determine methods of improving fiscal procedures and services;

Conducts fiscal research and studies to determine appropriate trends, developments or procedures.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Positions typically require a Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two to three years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.

A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
