Definition

Under general direction, provides professional web design services and analysis to management, staff and customers regarding complex issues that impact organization web products and services.

Distinguishing Characteristics

Positions integrate user interfaces and user experience when designing and executing the design and layout for agency internet and intranet sites, web page attributes, including content, pictures, graphics, video clips, pay option and other data submissions. Positions gather and evaluate both user and business requirements and work with internal and external customers to create, test and validate the overall concepts and final designs for the user experience within a business webpage or product, ensuring all interactions are intuitive and easy to use. Positions are responsible for ensuring compliance with state and federal accessibility requirements and mobile compatibility.

Typical Work

Constructs complex aspects of the website by applying defined style sheets, web components, website authoring tools, and/or a content management system; prepare and optimize web graphics, logos, photos and other digital graphics; apply user interface elements, like menus, tabs and widgets;

Consults with customers and provides recommendations on the most appropriate methods and techniques of designing and producing materials targeted toward a specific audience or persona;

Collaborates with an IT development team for complex functionality requiring the use of programming languages and application of security considerations and data handling submissions;

Analyzes requirements for information architecture to create wireframes that illustrate appropriate aesthetics for user experience; illustrate design ideas using storyboards, wire frames, process flows and sitemaps;

Interprets data and develops recommendations designed to improve web product performance;

Troubleshoots, researches and resolves complex website issues;
Optimizes content for improved search functionality; reviews the application of relevant key words and tags;

Designs and develops organization website and social media enhancement; defines and refines user personas;

Implements, tests, and modifies dashboards or web analytics tools;

Designs and executes reports that capture target metrics or reporting requirements for specific web sites; conducts heuristic evaluations;

Leads small to medium sized projects impacting multiple programs, departments, and/or jurisdictions;

May lead or supervise lower-level web design staff;

Perform other duties as required.

Knowledge and Abilities

Knowledge of: Computer software and programming language programs used to support and design web resources such as, Dreamweaver, SharePoint, HTML, CSS, Adobe, collaborative/prototype tools, analytics tools; state and federal accessibility standards and guidelines; website layout techniques and methods, cultural diversity; project management; User Centered Design, UX/UI design, responsive/adaptive design for mobile devices, online marketing and social media management; and application of creative, graphic, and technical skills.

Ability to: work cooperatively with staff and co-workers; express technical ideas clearly to non-technical audience; analyze and interpret qualitative and quantitative data; understand cultural diversity and how it applies to online communication.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

Bachelor’s degree in Communication, Media, Graphic Arts, or IT with web design coursework.

OR

Three years of progressive professional experience in web design including accessibility requirements, mobility compatibility, User Centered Design methodologies, social media, search fundamentals, usability testing, surveys, and content management systems.

OR

Portfolio demonstrating progressive professional experience in web design including accessibility requirements, cultural diversity, mobility compatibility, User Centered Design methodologies, social media, search fundamentals, usability testing, surveys, and content management systems.
