Definition

Manages wireless communications systems design staff and/or projects, providing sophisticated, highly complex and technical wireless communications systems and connectivity to include Internet Protocol based Land Mobile Radio systems, Microwave systems, network systems and support equipment to agency needs and to meet Federal Communications Commission, Federal, State, and Local regulations.

Distinguishing Characteristics

Under administrative direction, manages the agency wireless communication systems, Internet Protocol based Land Mobile Radio systems, Microwave systems, network systems, connectivity and support equipment. May manage wireless communications systems staff in the design, engineering, or maintenance and repair of agency wireless communication systems and/or acts as project manager for agency wireless communications projects.

Typical Work

Manages agency wireless engineering or wireless systems staff activities for research, design, implementation, and testing of the department’s wireless communications systems;

Develops and manages interoperability solutions with other State and local partners;

Oversees the design of complex electronic systems for all wireless communications programs statewide, including project scope, scheduling, and budget;

Reviews and evaluates reports submitted by others, write technical reports and specifications, and provides final approval for use in the statewide radio program;

Assigns wireless systems activities, projects, and develops technical training;


Oversees or creates applications and supporting engineering documentation for applying for and maintaining the agency’s FCC licensing for wireless systems. Ensures projects meet the regulatory standards to include federal, state and local regulations;

Manages wireless communications systems engineering staff for ongoing system maintenance programs for wireless systems statewide. Develops standards and practices for technical maintenance of systems. Assures departmental compliance with federal guidelines, standards, and regulations;

Distributes, maintains, and provides ongoing documentation of the departments wireless systems statewide. Advises, coordinates, and consults on wireless applications;

Researches systems, sub-systems, and components. Compiles and interprets data. Develops technical specifications and requirements of wireless systems;

Provides project management of vendor supplied upgrades, improvements, and system changes. Works with contractors, department managers, technicians, and end users in the ongoing development of wireless systems for the department;

Determines job requirements, interviews job candidates, contractors, vendors, and others providing equipment, facilities, services, and products for the radio programs statewide;

Provides both technical supervision and project management of wireless communications projects;

Provides support to agency wireless staff in support of the wireless communications program.

Knowledge and Abilities

Knowledge of: managing conventional or trunking P25 wireless communication systems, IP microwave systems, or IP networking systems; very high frequency, ultra-high frequency, 700Mhz/800Mhz and microwave carrier systems; wireless communications infrastructure and subscriber equipment; installation, maintenance, and repair of wireless communication systems.

Ability to: manage wireless communication systems, IP microwave systems, networking systems and wireless communication support equipment to agency standards; apply FCC and industry standards and procedures, read and comprehend technical manuals and drawings; effectively manage wireless communication systems.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification such as a valid General Radiotelephone Operator License issued by the Federal Communications Commission.

It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A Bachelor's degree in RF engineering, networking, or project management and four years of experience in supervising, designing or managing VHF, UHF, 700Mhz/800Mhz, microwave carrier systems, networking systems, and support equipment for wireless communications systems.

OR

Two years of formal education in electronics and six years of experience in managing the design, staging, and commissioning of conventional or trunking P25 wireless communication systems, IP microwave systems, IP networking systems, or Multiprotocol label switching networking systems.

Additional experience and/or technical training in managing P25 wireless communication systems, IP microwave systems, or IP networking systems may be substituted for educational requirements on a year-for-year basis.

OR

Eight years’ relevant experience in supervision or design of wireless communications systems infrastructure or equivalent experience.
