Definition

As supervisor, oversees the learning environment to ensure training curriculum is delivered effectively, efficiently, and ethically to Washington State Criminal Justice Training Commission students in the various disciplines required by curriculum course work. Possesses, maintains, and utilizes expert knowledge in specialty area(s) to assist with curriculum development and training of other trainers. Facilitates and delivers instruction in areas of curriculum requiring advanced degrees and/or experience such as criminal law, criminal procedures, crisis intervention, special investigations, Law Enforcement Training and Community Safety Act, violence, de-escalation, patrol tactics, etc. for criminal justice courses.

Distinguishing Characteristics

Under administrative direction, supervises, mentors, trains, supports and evaluates Criminal Justice Trainers and provides timely feedback to contract instructors. Serves as a subject matter expert in assigned courses.

Typical Work

Oversees the learning environment by setting the tone and modeling proper behaviors for staff and students;

Maintains up-to-date and in-depth knowledge of case law, best practices, training methodology and tools to inform course curriculum through liaising with the agency curriculum unit;

Provides legal review and updates training curriculum based upon changes to legislation and/or case law;

Serves as project manager when assigned, provides status updates, and ensures timely and successful completion;

Delivers Advanced Training or Train the Trainer courses statewide in assigned area;

Ensures Criminal Justice Trainers 1-3 and contract instructors are adequately equipped and trained to deliver curriculum according to standard;

Communicates effectively with stakeholders, staff, and students not only how tools work, but when to determine which to deploy, and from where the authority is derived. Cites sources for materials utilized in curriculum;

Within the Basic Training Division serves as a Primary or Secondary Teacher/Administrator/Counselor. Communicates regularly with internal trainers and external stakeholders regarding student performance;

Liaises with the Audit and Evaluation Unit to ensure new procedures are independently evaluated for efficacy;

Performs minor recruit investigations following best practices, agency policies and procedures while maintaining appropriate levels of confidentiality and documenting the process according to procedures;

Assigns shifts and works with class scheduler to ensure instructor coverage;

Tracks program budget, forecasts expenditures, and approves procurements and payments for program needs;

Manages and procures equipment and supplies for training purposes;

Leads, mentors, trains, supports, and evaluates Criminal Justice Trainers when serving in a supervisory role. Provides candid and timely feedback to instructors.

Performs other duties as required.

Knowledge and Abilities

Knowledge of: criminal legal theory, adult teaching and learning methods, and criminal justice or other highly technical curriculum development; instructional methods of patrol tactics, control and defensive tactics, de-escalation, firearm skills, traffic enforcement, crisis intervention, patrol procedures, criminal investigations, or other law enforcement trainings; principles and philosophies of effective leadership, supervision, and management.

Ability to: lead and instruct diverse groups of students with varying levels of knowledge and experience; influence, instruct, and perform to the curriculum being taught with a high level of skill; work in and outdoors in all types of weather extremes; perform prolonged standing or physical activity; communicate clearly, concisely, and well both orally and in writing; perform administrative duties, as required; build and maintain strong working relationships with colleagues and subordinates; meet or exceed supervisory expectations; wear uniform to standard, model the guardian philosophy and perform work in accordance with the agency mission, vision, values, and goals as well as a service mindset.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certifications. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

Bachelor’s degree in criminal justice, public administration, sociology, psychology, adult education, forensics, degree plan specific to the course taught, or other similar degree plans

AND

Five years of experience in criminal justice (law enforcement and/or corrections).

OR

Seven years of experience in criminal justice (law enforcement and/or corrections)

AND

Three or more years of experience training criminal justice professionals either as a WSCJTC Criminal Justice Trainer 2 or higher or within a criminal justice agency.

AND

Two years of supervisory experience and knowledge of the principles of efficient supervision and management.

Equivalent education/experience.
