Definition
Under general direction, positions at this level perform more complex level criminal history record information and sex and kidnapping offender registration related tasks. Consults with, informs and advises, representatives of law enforcement agencies, criminal justice agencies, penal institutions, non-criminal justice agencies, public and private sector employers, and the general public throughout the state and outside of the state, regarding Washington State Patrol criminal identification requirements and procedures. Provides guidance and training to representatives regarding the receipt and dissemination of CHRI/SOR. Interprets Supreme, Appellate, and Superior Court decisions, Revised Code of Washington statutes, and Washington State Administrative Codes to determine impact upon criminal history records.
Typical Work
Applies special knowledge of statutes, policies, and procedures to evaluate, process, and disseminate complex/technical CHRI/SOR, which includes fingerprint arrest cards, dispositions, judgment and sentence documents, court orders, and CHRI background requests from attorneys, prosecutors, criminal justice agencies, state/federal agencies, and the private/public sector;
Employees must maintain a high level of accuracy and confidentiality;
Creates, inquires, updates and processes CHRI/SOR into the Washington State Identification System database from court dispositions, arrest cards, and other related documents. Employees must learn, decipher, and apply RCWs and related literal as well as sentencing information and legal terminology;
Compiles and disseminates CHRI/SOR; provide operational guidance on appropriate uses of CHRI to update the WASIS;
Serves as liaison between the Criminal Records Division and other criminal justice agencies in matters pertaining to identification and records;
Assists criminal justice and public sector agencies throughout the state in livescan submissions, Automated Biometric Identification System, and electronic dispositions through the Administrative Office of the Courts;
Interprets and explains applicable RCWs, WACs, agency policies, and business practices related to criminal history records;
Interprets Supreme, Appellate, and Superior Court decisions, RCWs and WACs to determine appropriate course of action to take related to criminal history records;
Creates official correspondence for criminal justice, state/federal agencies, and the private sector. Creates notarized verification of CHRI;
Performs technical support to criminal justice agencies, non-criminal justice agencies, and the public both in-state and out-of-state on the Washington Access to Criminal History website, and the Personal Identifiable Information Exchange System;
Attends and upon request, instructs seminars and schools related to fingerprint identification and records conducted for other criminal justice officers;
Assists in training lower-level Criminal Justice Information Specialists on CHRI/SOR creation and dissemination, subsequent court actions that impact CHRI/SOR; reviews and verifies Specialist’s completed work for accuracy;
Uses advanced knowledge of criminal history record information to audit CHRI submitted by Washington State criminal justice agencies;
Performs other work as required.

Knowledge and Abilities
Knowledge of: state and federal statutes, policies and procedures to evaluate, process, and disseminate complex/technical CHRI, science of fingerprints and the latest advancements; fingerprint and record/file establishment and maintenance.
Ability to: utilize, update, and maintain databases and programs used for processing CHRI for creating and disseminating Records of Arrests and Prosecution sheets; train and supervise others; follow written and oral instructions; establish and maintain effective working relationships with fellow staff members and officers from other criminal justice agencies; communicate effectively both orally and in writing; support training and verification of work for newly hired CJIS 1 employees.

Desirable Qualifications
High School diploma or equivalent;
OR
Two years of college education with a major in criminal justice, business administration, accounting, social science or related field;
AND
Two years of fingerprint identification or record experience in a recognized law enforcement or related agency.
Additional qualifying experience may be substituted, year for year, for education.
Equivalent education/experience.
