Definition
Positions act as a district manager or corrections camp manager for a natural resource program.
Distinguishing Characteristics
Positions at this level work under administrative direction.
Positions perform management responsibilities and are assigned responsibility by their manager to represent agency interests to private operators, business, governmental officials, and the public where there is involvement in highly complex, sensitive issues affecting a district or program.

Knowledge and Abilities
Plans, coordinates, integrates, executes, controls and evaluates activities and functions of a district or natural resources program. This includes developing budgets, policies and procedures, service delivery and staff supervision;
Ensures program activities are compliant with laws, rules, and regulations and agency policies, procedures, and guidelines;
Provides input and makes recommendations on issues involving policy decisions for natural resources programs;
Acts as the key liaison between internal and external interested parties/groups;
Manages correctional camps programs ensuring optimum use of operational resources;
Provides consultation to other agency programs working with agency experts to resolve issues;
Provides programmatic guidance to region or division staff;
Participates in formulating and developing long range leasing goals and objectives;
Reviews agreements to ensure conformance with department policy, laws, regulations, and other state, federal and local laws;
Performs other duties as required.

Desirable Qualifications
A bachelor’s degree involving major study in forestry, agriculture, aquaculture, geology, biological science, environmental science, real estate, land use or environmental planning, public policy, recreation, or related natural science and five (5) years of professional experience in a natural resource program area which includes one-year of experience as a senior-level natural resource professional or higher.
Additional qualifying experience may substitute, year for year, for education.
A graduate degree in one of the above fields will substitute for two years of experience.
