Provides nursing consultative and educational services in institutional nursing to medical care facilities and professional and other health agencies in State and to related programs within the Department of Social and Health Services.

Provides consultant services to administrators, nursing directors, and other persons on physical plant facilities and equipment; organization and administration of nursing services, and nursing practice; 

Counsels and assists hospital sponsors with preparation of equipment lists for health facilities projects; reviews list for Director's approval; 

Reviews architects' drawings regarding nursing service area facilities; counsels and assists sponsors for construction projects on vital provisions and equipment; 

Participates with staff members in formulation and development of minimum standards and rules governing construction, maintenance, and operation of hospitals, nursing homes, child care agencies, maternity homes, psychiatric institutions, and related facilities; 

Inspects facilities and practices of hospitals, nursing homes, and related agencies to determine compliance with requirements for State licensing; prepares and presents summary of inspection to hospital administrative personnel; provides necessary follow up to ensure that facilities will achieve compliance with standards; 

Promotes educational programs for nurses throughout State and participates in planning and conducting educational programs related to nursing service; 

Writes educational material relative to health care facilities and nursing for use in the Department of Social and Health Services programs or for publication; 

Serves as representative of the Department of Social and Health Services to various professional organizations and health agencies; 

Performs other work as required.

Knowledge of:  principles and practices of institutional nursing services; public health and professional nursing fields; community organization and resources; effective teaching methods; organization, administration, and supervision; research and study methods. 

Ability to: evaluate institutional nursing services; exercise objective judgment; stimulate local cooperation and support for effective nursing service; bring about improved practices.

A Master's degree in nursing, preferably including or supplemented by approved curriculum in public health nursing. 

OR 

For positions in rehabilitation education specialty, a Master's degree in a social science, education, or public health 

AND 

two years of experience in institutional nursing in an administrative, supervisory, consultant, or teaching capacity. In addition, a specialist position requires completion of course in specialty and/or one year of experience in field of specialization.

Note: A valid Washington State license to practice as a registered professional nurse is required.
