Definition

Serves as the program specialist responsible for health care program compliance, including planning, program evaluation, policy promulgation, training, consultative services, and technical assistance to clients, health care providers, community partners, internal and external stakeholders, and/or staff regarding program administration.

OR

Provides leadership and oversight for implementation and promulgation of revised Washington Administrative Codes for health care program provider billing guides that impact statewide health care programs, policies, and/or communications. Leads agencywide workgroups of subject matter experts; writes, assigns, reviews, and edits work to maintain or modify rules and provider guides governing statewide health care programs.

Distinguishing Characteristics

This is the senior or lead level of the series. Positions at this level support program activities necessary to ensure program compliance and effectiveness. May serve as a lead worker to lower-level health care program staff.

Typical Work

Develops and provides in-depth training on program requirements, participation, administration, and technical requirements to community partners, internal and external stakeholders, and staff;

Represents the agency at community forums and meetings with internal and external stakeholders and partners;

Manages health care program contracts, ensuring contract compliance, timely deliverables, expenditure authorization;

Leads and manages multiple, simultaneous rule promulgation and provider guide projects that impact multiple statewide health care programs;

Manages workgroups across multiple divisions and/or with internal and external stakeholders.
Provides technical assistance, guidance, and direction to partners, stakeholders, and staff on multi-dimensional programmatic issues;

Analyzes program activities to evaluate program utilization and effectiveness; prepares issue papers and reports;

Implements and manages program policies, procedures, evaluation, planning, and policy promulgation; provides consultative services to clients, providers, community organizations, constituents, and stakeholders regarding program administration;

Provides oversight for implementation of new or revised WACs, programs, policies, and/or program communications;

Analyzes and evaluates proposed legislation and program policy changes; provides guidance and recommendations to program manager and agency leadership on administrative feasibility, risks, and concerns;

Assists program manager with program development, implementation, administration, outreach, and training development;

Performs other work as required.

Knowledge and Abilities

Knowledge of: state and federal rules, policies, and regulations related to health care programs; principles and practices of program planning, development, and evaluation; current trends and economic problems relating to health care providers and clients, health care organizations, and the health care industry; the legislative process; principles of individual and group behavior, social behavior, social and economic conditions, and their effects upon individuals; office procedures and practices; the state contracting process; contract management, monitoring, and administration requirements; the Health Insurance Portability and Accountability Act.

Ability to: develop and evaluate programs; work effectively with program staff, providers, clients, members of the community, external organizations, and state and federal partners; manage complex projects with multiple stakeholder groups; analyze and resolve complex fiscal and policy problems related to health care programs; appropriately interpret and apply complex state and federal regulations; write and develop statewide policies; communicate clearly and effectively both orally and in writing; make legally defensible independent decisions; analyze information and identify modifications to improve program performance.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Persons legally authorized to work in the U.S. under federal law, including Deferred Action for Childhood Arrivals recipients, are eligible for employment unless prohibited by other state or federal law.

Desirable Qualifications

A master’s degree with major study in public health, behavioral health, public administration, business administration, social work, or closely related field.

AND

Two years of consultative or supervisory experience in health services, social services, Medicaid, behavioral health, or other health care programs;

OR

One year as a Health Care Program Consultant.

OR

Additional qualifying experience may substitute, year for year, for education.
