Public Service Recognition Awards 2025

In the spirit of recognizing state employees who consistently excel above expectations, we call for nominations for the Extra Mile Award and the Excellence in Washington State Government Leadership Award each year. Here are the recipients of those awards, announced in time for Public Service Recognition Week, the first week of May 2025.

Extra Mile Award

The Extra Mile Award is given to individuals or groups of state employees who surpass expectations for exemplary public service by demonstrating innovative techniques and methods, outstanding leadership, visionary thinking, commitment to diversity, equity and inclusion, and outstanding customer service.

2025 Extra Mile Award recipients

Ang was awarded the “Extra Mile Award” for her outstanding contributions as the Education and Assessment Program Manager at the Department of Licensing. With decades of experience in education, she founded the Education and Assessment Team, transforming Washington's Driver Guide and creating accommodations for neurodiverse individuals. Her leadership extends to promoting traffic safety in schools and developing programs for underrepresented communities. Under her direction, new initiatives were launched to support diverse groups in opening driver schools and improving instructor training. Ang’s commitment to equity and inclusion has significantly enhanced traffic safety education across Washington.

The Facility Professional Services Public Works Contracting Team was awarded for their exceptional efforts in promoting equity and inclusion in public works contracting across Washington. By introducing the Bonfire online bidding system, they removed barriers to participation for small, diverse businesses, and doubled the volume of contractors bidding on contracts. T Their leadership also supported legislation supporting small and diverse contractors, established a statewide roster of vendors, and expanded access to contracts under $350,000. The team's efforts made public contracting more accessible, transparent, and equitable.

Lisa Pemberton, Tribal Affairs Administrator for the Developmental Disabilities Administration (DDA), organized a landmark hybrid event on November 1, 2024, to celebrate Native American Heritage Month and honor Tribal DDA clients. The event featured a community resource fair, cultural presentations by Wa He Lut Indian School students, and a screening of Fish War, followed by a panel discussion. In collaboration with the Department of Enterprise Services and Department of Health, the event showcased important resources for Tribal families. Lisa’s efforts created a welcoming space where

Tribal clients felt valued, celebrated, and connected, fostering a sense of belonging and community.

The Peer Team exemplifies outstanding leadership, commitment to excellence, and dedication to diversity and inclusion. Over the past 18 months, they have successfully implemented new peer legislation impacting over 10,000 certified peers in Washington. The team developed two new mandated trainings, including Certified Peer Specialist and Supervision of Peer Specialist trainings, both created by peers for peers. They advocated for lower barriers to credentialing, held outreach sessions across the state, and improved customer service through process modernization. The team also partnered with a peer-run organization to create a statewide peer network and employment database, further supporting recovery and hope.

The DOL’s Community Outreach and Engagement Team demonstrates exceptional leadership and innovation in serving diverse communities statewide. In 2024, they hosted 72 community resource events, six REAL ID training sessions, 15 presentations, and six Spanish-language radio interviews. They also provided 18 Spanish-translated blogs and reached 1,159 subscribers. The team focuses on marginalized communities, ensuring equitable access to DOL services, particularly for non-English speakers. They work closely with community partners and the DOL Equity and Inclusion Office (EIO), fostering collaboration and incorporating community feedback into their efforts. Their commitment to inclusivity is evident in their ongoing engagement and outreach initiatives.

The Uniform Medical Plan (UMP) team at the Washington State Health Care Authority (HCA) is nominated for the Extra Mile Award for their exceptional dedication and innovation in health care coverage. In 2025, they launched several key initiatives, including the Diabetes Management Program, expanded preventive exams, and the UMP Classic Medicare plan with Part D for retirees. The team worked diligently to ensure continuity of care amid national health care changes through collaboration with administrators and providers. Their commitment to diversity, equity, and inclusion ensures all members have equitable access to quality health care.

Martha is awarded for her exceptional leadership and innovation in centralizing Washington state’s data system for HIV care and prevention services. By unifying multiple programs into one system, she improved health care access for all individuals living with HIV. Martha’s strategic vision and collaboration fostered a shared goal, streamlining operations, reducing administrative burdens, and ensuring a smoother experience for clients. The centralized system improves data collection, decision-making, and resource allocation, while lowering barriers to care. Martha’s commitment to equity and inclusion has transformed HIV care and prevention services, making her a leader dedicated to meaningful, long-lasting change.

The WABON Policy & Rules Team, in its first year, has made a remarkable impact through its work on bill review, agency request legislation (ARL), and rule development. Notably, they passed the first successful ARL in 2024 (HB 2416). The team developed rules on complex issues, including nursing assistant specialty curricula and nursing administrator qualifications, and launched a comprehensive review of existing rules with a focus on addressing structural bias. Their efforts include creating an antidiscrimination complaint process, submitting a manuscript on structural bias in nursing regulation, and prioritizing equity and inclusion in nursing practices.

Danny was awarded the “Extra Mile Award” for his exceptional leadership and innovation in revamping the Career Connect WA (CCW) Program Builder RFP process. Leading collaboration with over 75 interested parties, he improved internal processes while ensuring inclusion and transparency. Danny's efforts leveled the playing field for smaller, underfunded community organizations, offering them equal opportunities to compete for public funds. His creation of a robust infrastructure, including free trainings and collaborative proposal development, has transformed the Request For Proposals process, benefiting both bidders and the communities served by CCW. Danny’s dedication to inclusivity, service, and innovation continues to make an abiding impact on the agency and those it serves.

Colin was awarded for his outstanding leadership and navigating multiple challenges with grace and vision in the Public Transportation Division. He oversaw the creation of key documents, such as the Public Transportation Summary and the Mobility Report, ensuring that they were professional, accurate, and timely. Colin also established the first Tribal Liaison program, strengthening relationships with 24 of the state's 29 federally recognized Tribes, increasing funding opportunities for Tribal public transportation services. Additionally, he filleda key role in developing processes for implementing the Healthy Environment for All (HEAL) Act, ensuring meaningful community engagement in environmental justice assessments. His efforts have significantly advanced equity and inclusion within the division.

Helen Vo is nominated for her exceptional contributions to L&I's Customer Service Team. Joining during the COVID-19 pandemic, she quickly adapted to significant changes, creating a training schedule to support new team members. Now the most tenured Customer Service Specialist in the region, Helen is known for her empathy, organization, and extensive knowledge. She taught herself Excel and achieved an impressive 91% Electrical Collections rate, surpassing a $25,000 target in just 2 ½ months. Helen also became a bilingual English/Vietnamese speaker, making her the only Vietnamese bilingual customer service staff member in the state. Her dedication to customer service, DEI, and team support makes her an invaluable asset.

The team has filled a vital role in educating and informing the public on key topics such as reproductive rights, health equity, and health-related news since the COVID-19 pandemic. They’ve embraced emerging platforms like Bluesky, Threads, and Mastodon, while continuing to engage with customers on legacy platforms like Facebook and X (formerly Twitter). The team produces content in English and Spanish and occasionally in other languages, responding quickly and accurately to public concerns. The team fosters a culture of continuous learning, process improvement, and DEIA commitment, exemplified by their innovative use of Asana for improved workflows and agile response.

Melissa Feskin is an exemplary public servant who consistently goes above and beyond in her work. Starting as an intern, she now serves as an epidemiologist for the health care infection prevention team at DOH. During the pandemic, her outreach skills were crucial in managing outbreaks and improving processes. In 2021, Melissa led efforts to modernize data collection and analysis, creating a system that efficiently tracks outreach efforts and helps target interventions based on social vulnerability scores. Under her leadership, the program has conducted over 4,000 support services and earned national recognition. Her work is highlighted in the co-authored 2024 article Harnessing the Power of Infection Prevention and Public Health Data Systems to Support Health Care of Washington State During Covid-10 Pandemic, that was featured in the American Journal of Infection Control.

The Pierce College Education Services Team at Western State Hospital models dedication, innovation, and care in providing essential educational support such as General Education Development (GED) preparation, high school completion, and adult basic education. They create engaging, accessible learning experiences through interactive lessons, digital resources, and individual tutoring, ensuring personalized support for students. The team fosters strong, trust-based relationships with students, showing patience, understanding, and genuine care. Their commitment to diversity, equity, inclusion, and access is reflected in programs tailored to meet the unique needs of each patient, making a positive impact on their lives and educational success.

The Washington State Department of Social and Health Services (DSHS), in collaboration with the Child Nutrition division of the Office of Superintendent of Public Education (OSPI), successfully launched the Summer EBT (SUN Bucks) program, providing critical food benefits to over 590,000 children statewide. Despite tight timelines, budgets, and strict data-sharing laws, the team developed and implemented the program in just a few months. They utilized innovative approaches, streamlined operations, and ensured equitable access by addressing digital and language barriers. The team prioritized outreach to diverse communities and provided responsive multilingual support, setting a new standard for public service and demonstrating the power of leadership and innovation.


Excellence in Washington State Government Leadership Award

The Leadership Award is given to individuals at all levels of management who show exemplary leadership by demonstrating vision, dedication to public service, a significant contribution to the advancement of state government, personal integrity, and a commitment to diversity, equity and inclusion.

2025 Leadership Award recipients

Ryan Ramsdell, Uniform Medical Plan (UMP) Third-Party Administrator Manager at the Washington State HCA, is a visionary leader dedicated to improving health care access and equity. He spearheaded the Public Employees Benefits Board (PEBB) Diabetes Management Program, eliminated costs for essential breast exams, and restructured vision benefits to enhance member choice. His ethical leadership ensures transparency, while his commitment to diversity, equity, and inclusion expands health care accessibility. Ryan’s efforts have profoundly improved services for Washington state employees and retirees, setting a new standard for equitable and innovative health care solutions.

Alix is a proactive and dedicated leader, driving meaningful change in state health care. She has actively sought solutions for handling drugs in facilities amid the opioid crisis, navigated complex conversations about resident discharge safety, and redefined RCS as an ally rather than an adversary. Her integrity ensures regulatory compliance, while her commitment to diversity, equity, and inclusion fosters trauma-informed, culturally relevant care. Through leadership, empathy, and expertise, Alix has transformed regulatory practices and strengthened support systems, improving outcomes for residents and providers alike.

Tara Bostock personifies leadership in public service, advocating for equity and inclusion while empowering others to do the same. She founded the Equitable Access Team at DOH, creating vital resources like the Equitable Language Guide and Accessible Zoom Toolkit. Tara ensures DOH practices are both compliant and truly equitable, challenging norms for meaningful change. Her integrity shines through collaboration, humility, and shared leadership. DEI is embedded in all she does, making her an invaluable leader. This nomination reflects the extensive impact of her vision, dedication, and unwavering commitment to public service.

Jessica Camacho is a visionary leader in capital access and economic empowerment for underserved entrepreneurs. As Director of the Small Business Resiliency Network, she has built trusted partnerships to provide culturally relevant support, securing over $10 million for underrepresented business owners in 2024. A first-generation Latina college graduate,

Jessica has pioneered inclusive lending programs that create long-term financial success. Her integrity and commitment to equity have set a new standard for economic development, reshaping Washington’s approach to small business support and creating wide-ranging opportunities for diverse entrepreneurs.

Brenda Heilman exemplifies fearless, pragmatic, and inclusive leadership. She led groundbreaking legislation to fund labor market skills training for at-risk injured workers and successfully advocated for the passage of Substitute House Bill 2127. As the business lead for Insurance Services in the Workers’ Compensation System Modernization project, she prioritizes system efficiency and engagement with interested parties. As a champion for diversity, equity, and inclusion, Brenda expanded language-accessible retraining programs and improved outreach to agricultural workers. Her integrity, strategic vision, and dedication to public service have had a neaningful impact on workers, businesses, and state government.

Shawna Lang, PEBB Portfolio Management and Monitoring Section Manager at the Washington State Health Care Authority, is a visionary leader dedicated to enhancing health care benefits for Washington’s public employees and retirees. She spearheaded the implementation of Uniform Medical Plan Classic Medicare with Part D, improving prescription drug coverage for retirees. Shawna’s oversight ensures effective benefit delivery, while balancing member needs with fiscal responsibility. Her ethical leadership fosters trust and transparency, while her commitment to diversity, equity, and inclusion protects access to quality health care. Shawna has significantly advanced state health care programs and improved outcomes for countless plan members.

Becky Carrell, Deputy Director of the Medicaid Programs Division at HCA, possesses visionary leadership and a deep commitment to diversity, equity, inclusion, and belonging. She was a key leader in implementing the Apple Health Expansion program which expanded health care access for historically underserved communities. Becky also leads HCA’s Language Access Team and sponsors the division’s Cultural and Engagement Committee, which fosters an inclusive workplace. Her integrity, transparency, and passion for public service have set a higher standard for equitable leadership, having a tremendous impact on Washington’s health care system and the colleagues she inspires.

Kristine Hammond is a steadfast leader who has guided Region 3 (covering Southwest WA and the Olympic and Kitsap Peninsulas) through challenging times with resilience and innovation.In response to an agency-wide hiring freeze, she launched the Leveraging Our Resources Workgroup, which is designed to ensure continuity of services for customers. A champion of equity and inclusion, Kristine sponsors the Region 3 Race, Equity, Diversity, and Inclusion (REDI) Community of Practice, empowering over 70 ambassadors to cultivate a respectful workplace. As the Region3 Tribal Liaison, she strengthens government-to-government relationships with 17 Tribes and Urban Indian Organizations (UIOs). Her integrity, dedication, and strategic vision continue to inspire and uplift those she serves.

Fred Wade is a dedicated public servant who fosters collaboration, equity, and accountability, ensuring his team excels under his steady and principled guidance. Balancing diverse disciplines, he integrates data analysis, civil rights, privacy, and customer experience to enhance services that touch every Washingtonian. In 2024, he championed service-level commitments, strengthened cross-disciplinary partnerships, and advanced diversity education and equitable policy development. A lifelong learner, Fred completed a law degree in 2024, while helping other attain certifications in diversity and customer experience. His integrity, vision, and dedication to public service create enduring change, demonstrating that true leadership is measured not in words, but in meaningful action.

The Office of Diversity, Equity, and Inclusion has driven transformative change, ensuring continuity and innovation in PEAR initiatives. Sade Britt co-authored an inclusive policy on employee resource groups and strengthened community engagement. Ariel Kay-Barto revolutionized employee engagement data analysis, providing leadership with key equity insights. Nadine Nabass integrated PEAR into strategic planning and led solidarity sessions. Avis Mailey advanced equitable hiring and workplace practices. Together, they have set a foundation for a commitment to equity, fostering a healthier workplace and more inclusive services for Washingtonians. Their dedication and leadership are shaping the future of Equity, Diverisity and Inclusion efforts across the agency.

Lucy demonstrates visionary leadership by driving excellence in environmental compliance while fostering innovation and collaboration. She integrates institutional knowledge with forward-thinking strategies, ensuring adaptability and sustainability. Her commitment to service strengthens relationships, builds trust, and enhances professionalism across the agency. A champion of environmental stewardship, Lucy elevates the reputation of WSDOT programs through advocacy and expertise. She upholds integrity, modeling respect and accountability. Her dedication to diversity, equity, and inclusion ensures all voices are valued, creating a culture of belonging. Lucy’s leadership has had a lasting impact, making her truly deserving of this recognition.

With over a decade of service, Justin Taylor has transformed the agency’s digital communication strategy through visionary leadership, creativity, and technical expertise. A trusted advisor to executives, he shapes data-driven, high-impact multimedia projects that advance L&I’s mission. His award-winning campaigns ensure vital information reaches the public, combining video, social media, and design. A champion of diversity, equity, and inclusion, he co-founded Washington’s first LGBTQ+ state employee resource group and advocates for accessibility in digital content. His integrity, mentorship, and commitment to service have redefined public engagement, leaving an indelible mark on state government.

Morgan Balogh embodies exceptional leadership, innovation, and dedication to public service. His visionary approach has transformed WSDOT operations and set new standards in the public sector. He is committed to service, actively supporting community projects and underserved populations in order to create continuous, positive change. His strategic vision has driven policies that enhance safety, efficiency, and collaboration with interested parties. Morgan’s integrity is unwavering, earning trust through honesty and accountability. A champion of diversity, equity, and inclusion, he ensures equitable access to opportunities for all, he is deeply committed to shaping a state government that is more inclusive and fair, ensuring that every voice is recognized and appreciated.

Shari is a leader in developing and managing IT solutions at Labor and Industries (L&I), enhancing services like workers’ rights, licensing, and occupational safety. She led the development of L&I Verify, a vital tool for confirming employer and contractor compliance. A visionary leader, she champions accessibility and equity, as demonstrated by her multilingual complaint form for rideshare drivers. Shari’s dedication, integrity, and commitment to improving customer experiences make her an exceptional leader. She tirelessly prioritizes the needs of the public, partners, and her team, driving innovative solutions that simplify interactions with L&I.

Hugo Nicolas is dedicated to breaking down barriers and empowering communities. A former Deferred Action for Childhood Arrivals (DACA) recipient, he has spent his life advocating for immigrants and entrepreneurs. He led Washington’s first all-Spanish Biz Fair, expanded multilingual business workshops, and translated key state resources to support immigrant entrepreneurs. With a background in banking and economic development, he brings expertise to state government, ensuring equitable access to opportunity. For Hugo, diversity, equity, and inclusion are guiding principles, not just ideals. His leadership is transforming lives and shaping a future where all entrepreneurs have a fair shot at success.
