Spokane Team Health Education Building

Funding is provided for the final design, site preparation, and construction of a new Team Health Education Building. Included is funding to acquire the adjacent Ignite Building, formerly known as the Spokane Intercollegiate Research and Technology Institute, which merged with the Washington Technology Center. Through interprofessional education and simulation occurring in the Team Health Education and Ignite buildings, learners will practice navigating highly stressful health care dynamics in a safe, low-risk environments while engaging with patients in an empathetic manner to address the most critical components of one’s care. The funding continues and facilitates the completion of the project from the initial $7 million received in the 2023-25 capital budget.

Minor Capital Preservation 2025-27 (MCR)

This funding for minor works preservation and safety projects will be used throughout the WSU system. Minor works funding for preservation and renewal requirements allows the university to address a growing deferred maintenance backlog. These resources are critical to ensure facilities comply with health and environmental protection while also preventing further decline and degradation of facilities. Projects also support preservation or renewal of infrastructure, fire and life safety, and other critical building systems. They will also help achieve compliance with new clean building standards by modernizing, improving, or repairing failed systems and adding or improving metering.

Minor works funding provides much needed resources for improvements and modifications to university facilities which do not rise to the level of major capital projects. The academic environment is extremely dynamic and as buildings age and uses change, facility improvements are critical. These modifications accommodate program growth and change, classroom and lab improvements, accreditation requirements, research needs of new and existing faculty, and computing and other infrastructure improvements.

Vancouver Central Chiller Plant Upgrades

This project will study the existing campus chillers and associated infrastructure, including chilled water and electrical distribution, and loads placed on the system. The resulting design will inform the construction of a new or refurbished chilled water infrastructure system to serve the entire campus. Puyallup Washington Animal Disease Diagnostic Lab Facility

Pullman Dairy Modernization

Wenatchee Tree Fruit Research & Ext. Center Plant Growth Facility

Design and construction of a 28,000-square-foot plant growth facility at the Wenatchee Tree Fruit Research and Education Center will support the viability, sustainability, and climate resiliency of the Washington tree fruit industry. This funding will be supplemented by college reserves and donor funding. The plant growth facility will support a resilient tree fruit industry through the development and release of royalty-generating apple cultivars and pear rootstocks, horticultural and pest management research, training of graduate and undergraduate students, and more effective extension engagement opportunities for the university’s industry partners.

Cougar Energy Initiative

Funding is provided for design and construction associated with the university’s long-term decarbonization plan, known as the Cougar Energy Initiative. This plan was developed during the 2023-25 biennium to meet requirements of the Climate Commitment Act (CCA), House Bill 1390 and the Clean Buildings Performance Standard. WSU seeks to replace natural gas-powered steam systems with smaller energy districts that rely on groundwater-integrated heat pumps. These heat pumps will draw heat from groundwater or reject heat and return the groundwater back into the aquifer. WSU began construction on the first nodal heat pump utility plant using 2023-25 CCA funding. This funding provides for the continuation of those efforts and design of additional heat pumps.
