Our primary goal of this project is to develop the TRIP repository which will integrate data from six core areas – crash, vehicle, driver, roadway, citation and adjudications, and injury surveillance - with crash records providing the foundation for linking pre- and post-crash data. By linking these sources, the state will have a comprehensive crash-outcome dataset to support federal reporting requirements and traffic safety research. We provide cross-sector, linked data and analysis through the TRIP data warehouse. We value the protection of privacy for Washington drivers and are guided by the privacy priorities listed below.

Lawful, fair & responsible use

Per RCW 42.48, the WSIRB is responsible for providing the requisite regulatory review, approval and oversight of research that may involve these state agencies’ clients, beneficiaries, patients, wards and state agency employees or these individuals’ state agency personal records, in order to ensure the protection of the rights and welfare of human subjects of research. As the TRIP will consist of a traffic and health safety repository of data, the TRIP is currently undergoing approval from the WSIRB. According to the WSIRB, “the term “Research Registry” means a database or a collection of databases that have been created or organized to facilitate the conduct of multiple research studies, including future studies not yet envisioned … and it may also have been created for other purposes in addition to research, such as administrative and clinical purposes … extracts of these collections intended for use for multiple research studies may be deemed research registries” (37). We collect, use, and disclose information responsibly and ethically, avoiding discrimination, deception, or harm. We follow privacy laws to safeguard the confidentiality of data. Our privacy practices are also guided by OCIO Policy 141.10, the Washington State Agency Privacy Principles, and Washington State Agency Policy on Protection of Human Research Subjects.

Data minimization

We collect, use, or disclose the minimum amount of information to accomplish the stated purpose for collecting the information. We categorize data in order to guide our procedures for accessing the data.

Purpose limitation

The aim of the TRIP is to make traffic safety data available to policy-makers and state organizations that make decisions related to Washington drivers.

Transparency & accountability

We strive for both transparency and accountability. Transparency means being open and transparent about what personal information is collected, for what purposes, and who it is shared with under what circumstances. Accountability means being responsible and answerable for following data privacy laws and principles.

Due diligence

We take reasonable steps and exercises care before and after entering into data use agreements with state agencies and third parties that include sharing personal information.

Security

We use appropriate administrative, technical and physical security practices to protect the confidentiality, integrity, availability and control of personal information. We maintain a regularly updated data security plan document.
