OFM Leadership Team

Pat Sullivan, Director

Headshot of Pat SullivanPat Sullivan was appointed director of the Office of Financial Management by Governor Jay Inslee in September 2024. He has many years of experience in budgeting and policy development.

Pat began his career in public service in 1987, working as a legislative assistant in the Legislature. He later worked for the King County Council and served as the first mayor of Covington when it was incorporated in 1997. 

In 2004, Pat was elected to the Washington State House of Representatives where he served from 2005 to 2022. He served as House Majority Leader from 2010 to 2022 and was a member of the House Appropriations Committee. 

Pat comes to OFM from Governor Inslee’s office, serving as his executive director of legislative affairs for the past year and as senior policy advisor for labor for one year prior to that. 

Pat holds a bachelor’s degree from the University of Washington. He and his wife, Amy, have three daughters.

Emily Beck, Deputy Director

Headshot photo of Emily BeckEmily Beck became the deputy director of OFM in March 2022. She previously served as OFM’s HR director for nearly three years. Besides overseeing day-to-day operations at OFM and advising the agency director on a broad range of issues, Emily plays a key leadership role across state government as she helps oversee enterprise-wide projects and initiatives.

Emily has two decades of experience in operations management, human resources, supply chain, continuous improvement and driving change in the public and private sectors. Prior to joining OFM in 2019, Emily was chief operations officer at the Department of Enterprise Services, where she had previously served as that agency’s HR director. And before joining state government in 2017, she held a variety of HR and senior operations leadership positions at Target Corporation. Her leadership passions include building and empowering talented teams, championing continuous improvement of critical processes, and advocating for diversity, equity and inclusion as key components of organizational culture.

Emily holds a Bachelor of Arts degree in English from Bethel University in Saint Paul, Minnesota. Originally from Saint Paul, she lives in Olympia and considers the Pacific Northwest to be her forever home. She is an avid reader and enjoys boating and exploring the state with her husband and three children.

Trish Almond, Serve Washington Executive Director 

Headshot of Trish AlmondTrish Almond is devoted to service as noted by 30+ years of military service that culminated in her last position as the Washington National Guard’s senior enlisted advisor. She was recognized throughout the enterprise for establishing and facilitating multiple leadership enhancement courses at both the state and national levels. After retiring in 2019, Trish started working for OFM and worked her way up to her current position as the executive director of Serve Washington.  

Trish’s education includes a bachelor’s degree in Organizational Leadership, a master’s degree in Human Resources and multiple military leadership courses. In her off time, she loves spending time with her husband, three daughters and their families.


K.D. Chapman-See, Legislative Affairs Liaison 

Headshot of KD Chapman-SeeK.D. Chapman-See manages external government relations for the agency. She leads OFM’s advocacy efforts with the Legislature and coordinates with OFM leaders and the Governor’s team to support the Governor’s budgets and legislative agenda and other executive branch agency lobbying efforts. She is deeply committed to public service and passionate about the ability of state government to improve the lives of Washingtonians and build a more equitable future.

In this role at OFM since 2022, K.D. brings more than 16 years of experience working in and around the Legislature, including more than a decade with the Washington State House of Representatives where she served as policy director and senior partisan fiscal analyst for the House Democratic Caucus. Having grown up primarily on the Olympic Peninsula, K.D. loves spending her free time hiking and camping with her husband and two sons. 


Michaela Doelman, State Chief Human Resources Officer 

Headshot of  Michaela DoelmanMichaela Doelman (She/They) currently leads the State Human Resources Division at OFM with more than 17 years of HR and public service experience in state government. As a first-generation, biracial American, she began her HR career working as a recruiter with a passion for trying to build systems and processes that helped ensure that every person had a fair and equal chance to employment. She has carried that passion for building equitable systems and workplace cultures where everyone can belong throughout her career.

Michaela has a bachelor’s degree from the University of Portland, a master's degree from The Evergreen State College, and certificates from the Leadership Tomorrow Program and the Institute for Diversity Certification. Michaela is a parent to four wonderful children and enjoys running, biking, traveling and trying new foods in her spare time. 


Stasha Espinosa, Communications Director 

Headshot of Stasha EspinosaStasha Espinosa, a career public servant, is rooted in her belief that government systems work best when informed by the people that they are designed to serve. Her achievements span from successfully championing several state health and employment laws and bringing over $21 million federal dollars to Washington workers.

Beyond breaking barriers as one of the youngest and few women of color who served within both U.S. congressional chambers, she also served as the director of legislative and external affairs for the City of Seattle. Stasha is a double Husky, having received both her undergraduate and graduate degrees from the University of Washington. The title that she is proud of the most is “Mama” to two girls under five. Together, they spend their weekends trying out viral TikTok recipes. 


Cristie Fredrickson, One Washington Executive Sponsor 

Headshot of Cristie FredricksonCristie Fredrickson has served as the One Washington executive sponsor at OFM since 2022 with a passion for strong stewardship and a commitment to transparency in public service. She has more than 27 years of dedicated public service to Washington state and throughout her career has held several roles managing small teams and large organizations. Prior to joining OFM, she served as the chief information officer at the Department of Ecology. She spent more than 20 years at the Department of Social and Health Services, where she served in various capacities, including five years as the Economic Services Administration IT director, managing IT systems that support millions of clients relying on a wide range of benefits and services.

Cristie is a graduate of The Evergreen State College focusing on business management and public interest. She earned her project management certification from the University of Washington, and is Prosci-certified in organizational change management. When she’s not working she enjoys time with her husband, family and friends, playing outside in the beautiful Pacific Northwest, and traveling to new places. 


Leticia Gomez-Esposito, Human Resources Director 

Headshot of Leticia Gomez-EspositoLeticia Gomez-Esposito serves as the human resources director at OFM. She oversees the HR services and support for OFM, Office of the Governor, and eight affiliated agencies. Originally from southern California, she found her home in Washington through her husband's Army career.

Leticia graduated from the University of Maryland and specialized in human resources through the University of Washington. With over 13 years of HR and leadership experience, she is passionate about fostering a work environment that allows employees to thrive and succeed. Since starting at OFM in 2018, she's served in multiple roles, adapting and growing with the agency. Beyond the office, Leticia lives a joy-filled life with her husband and their three pets, and caring for her parents. 


Debbie Hoxit, Workday Services Director 

Headshot of Debbie HoxitDebbie, a Washington state native, graduated from the University of Washington with a Bachelor's Degree in Business Administration. After several years in the private sector, she started her state career at the State Library. Shortly thereafter, she moved to the IT division at the Department of Transportation to manage IT human resource support, administration, recruitment, training, and the helpdesk. She later came to work for OFM in several different capacities to include budget, legislative, facilities, human resource assistance, and information technology, to name a few. She has served as the deputy chief information officer for the Department of Enterprise Services, WaTech, and OFM.

Debbie was recently appointed as the Workday Services director. In this role, she is standing up the team that will support the Workday application when it goes live. Her passion is building and growing others in their careers and developing lasting relationships. In her spare time, she enjoys traveling and spending time with family.


Shalini Joshi, Chief Information Officer 

Headshot of Shalini JoshiShalini Joshi is a dynamic leader in digital transformation and innovation, driven by a passion for leveraging technology to tackle complex business challenges. With over 21 years of IT experience, primarily in the private sector, she joined OFM in February 2024 after serving as the chief information officer for the Department of Enterprise Services. Shalini holds master’s degrees in Clinical Psychology (SNDT University) and Computer Science (Cleveland State University), along with an HR transformation certification from Cornell University, giving her a unique blend of technical expertise and people skills. She has a proven track record of fostering diversity and respect in the workplace, promoting progressive policies, and building lasting relationships.

Shalini’s career includes leadership roles at major companies like Microsoft, Boeing, and Premera Blue Cross, where she earned multiple accolades for her work. Now transitioning to public service, she is excited to continue being a force for positive change. Residing in Sammamish with her husband, their two sons, and dog Rufus, Shalini enjoys traveling, experimenting with new recipes, and watching stand-up comedy in her free time. 


Jamie Langford-Herbig, Chief Financial Officer 

Headshot of Jamie Lanford-HerbigOriginally from New Mexico, Jamie moved to the glorious Pacific Northwest in 1992 after a brief stop in the Bay Area. Once here, she graduated from St. Martin’s College (now a university) and became a licensed CPA. Then she made the move to state government public service, and OFM is the fifth agency she’s been fortunate enough to work for. Previous state agencies allowed her to gain a depth of knowledge about federal grants and cost allocation, tolling and implementing IT systems, as well as proprietary funds and accounting, while embracing a Lean mindset and culture. Jamie tries to lead and serve with these guiding principles: Giving and receiving grace, and doing the right things for the right reasons .

Jamie has been married for 30+ years and has one daughter attending college. Her passions are traveling, reading, and loving on her fur babies – two spoiled dogs and a calico cat. 


Roselyn Marcus, Director of Legal and Contract Services

Roselyn (Ro) Marcus is the director of Legal and Contract Services at OFM. Former position titles at OFM include the director of Legal Affairs (October 2003 to October 2011) and assistant director for Legal and Legislative Services (October 2011 to August 2023.) Ro has been through two gubernatorial transitions at OFM for the Gov. Locke to Gov. Gregoire transition, and at DES for the Gov. Gregoire to Gov. Inslee transition. 

Roselyn’s prior experience includes interim chair of the Energy Facility Site Evaluation Council, assistant director for the Contracts and Legal Services Division at the Department of Enterprise Services, and assistant attorney general in the Washington State Attorney General’s Office. Prior positions outside of Washington state include general counsel to the Texas State Racing Commission in Austin, Texas, United States Army judge advocate general (JAG) officer, special assistant United States attorney in Columbia, South Carolina, and private practice in New York.

Roselyn has taught negotiation classes at the University of Washington Tacoma and Saint Martin’s University. She holds a Bachelor of Science degree from New York University School of Business and a Juris Doctor from Pace University in New York. She is licensed to practice law in New York, Washington State and Texas.


Liz Mattos, Executive Assistant 

Headshot of Liz MattosLiz serves as executive assistant to the OFM director and deputy director and has worked at the agency for 22 years. She began her career in public service in 1980 at the Washington State Senate, working for the Democratic Caucus, two senators, and the Secretary of the Senate’s Office. She left the Senate in 1997 to work as Governor Gary Locke’s executive assistant for nearly six years. She received the 2024 Administrative Excellence in a State Budget Office from the National Association of State Budget Officers.

Liz holds an associate of arts degree from South Puget Sound Community College. She and her husband have three children and two grandchildren. 


Annie Pennucci, Forecasting & Research Director 

Headshot of Annie PennucciAnnie Pennucci is passionate about providing research and data for evidence-based, more equitable public policy. She has led research efforts for the Washington State Institute for Public Policy, as well as in nonprofit and local government settings. In the OFM Forecasting & Research Division since January 2024, she oversees six teams covering education, public safety, health care, population & demographics, the state economy, and data systems.

Originally from the east coast but a Washingtonian for nearly thirty years, Annie received her BA from the University of Vermont and MPA from New Mexico State University. When she’s not working, she enjoys biking, walking her dogs, reading, watching movies, and eating pizza. 


Nona Snell, Budget Director

Headshot of Nona SnellNona Snell was appointed budget director at OFM in 2019. She previously held the position of senior budget assistant to the governor for the capital budget at OFM from 2014 to 2017. 

Nona served as deputy chief clerk for the Washington State House of Representatives from 2017 to 2019. She first joined the House of Representatives in 2005 as a fiscal analyst for the Appropriations Committee. She moved on to staff the Capital Budget Committee and eventually became staff coordinator. Nona also served as policy director for the Washington State Treasurer. 

Nona attended Washington State University and earned her Master of Public Administration degree from The Evergreen State College.


Lenora Sneva, Organization Strategy and Performance Director and Equity Officer 

Headshot of Lenroa SnevaLenora oversees the agency’s efforts in pro-equity anti-racism, strategic planning, organization change management, and continuous improvement.

She has worked for the state of Washington since 2010 and holds a master's degree in public administration and bachelor's degree in communication from the University of Washington.

Lenora's free time is consumed with family, shuffling her teen daughters to competitive volleyball tournaments, exercising and hosting a podcast. 


Brian Tinney, Accounting Director

Headshot of Brian TinneyBrian Tinney has served as the director for the OFM Accounting Division since 2015. OFM is responsible for creating and maintaining state accounting policies and producing the state’s annual financial report.

After spending two decades working in accounting for several large agencies in Washington, Brian knows the importance of serving customers. He is committed to providing accurate and timely information that allows for better decisions and better government. He graduated from Washington State University with a Bachelor of Science degree in economics.
