Addresses (2020 Census)
The process of ensuring an updated list of addresses is the responsibility of the state, city, and county government.
Local Update of Census Addresses
The Local Update of Census Addresses operation or LUCA is a voluntary decennial census operation. LUCA is the only opportunity prior to the 2020 Census for tribal, state, and local governments to review and update the U.S. Census Bureau’s residential address list and flag group quarters for their jurisdiction. OFM and many of Washington’s cities and counties worked through the summer of 2018 on the first (and largest phase of this project. After the U.S. Census Bureau reviews all of Washington’s submissions, there may be the need to submit appeals. For more information see our LUCA-specific page:
New Construction Program
The New Construction Program from June-August 2019 will be local governments’ last chance to update the U.S. Census Bureau’s address list before April 1, 2020, Census Day. This program allows local jurisdictions to submit city style mailing addresses for housing units constructed and/or completed after address canvassing and LUCA. In-Field Address Canvassing
From August to October 2019, the U.S. Census Bureau will conduct In-Field Address Canvassing, which will be the last effort to make sure that the Bureau has a complete and accurate address list. It will hire operators to visit approximately 30 percent of the addresses nationwide and verify (or update, add, and delete addresses for all living quarters).
