WAAM Chapter 100 – Budgets is now available

July 31, 2025

The draft version of Chapter 100 – Budgets is available for review in WAAM (Washington Administrative and Accounting Manual), which will replace SAAM when the state moves to Workday.

After Workday go-live, much of the budget process will remain the same as today, but some things will change, such as:

  • Budget Allotments (initial, quarterly, internal, etc.) will be processed in Workday instead of The Allotment System (TALS).
  • The Chart of Accounts (COA) will be replaced by the Foundation  Data Model (FDM), for example:
  • Chart of Accounts (COA) Foundation Data Model (FDM)
    Agency Company
    Fund Fund
    Expenditure Authority (EA code) Appropriation
    Appropriation Index N/A
    Program Program
    Object/Sub-Object Ledger Account
    Sub-subobject Spend Category
    Organization Index Cost Center
  • The Expenditure Authority (EA) Schedule will be the Control Budget in Workday.

WAAM Chapter 100 provides an overview of the budget process as well as details about the allotment process in Workday.  We have also included links to several training courses and resources that One Washington has developed to help users understand budgets in Workday.

We recommend all agency budget staff review WAAM Chapter 100 and the training and resources to better understand the budget process and prepare for the transition to Workday.

To view all of the draft WAAM chapters and related resources currently available, visit our Draft WAAM webpage. Agencies are encouraged to review these chapters and submit questions or comments here so recommendations can be considered prior to finalizing WAAM and before Workday go-live.
