State Administrative and Accounting Manual Improvements

The State Administrative and Accounting Manual (SAAM) contains statewide policies and procedures and are the minimum requirements that state agencies must meet. The Office of Financial Management is required by the Budget and Accounting Act (RCW 43.88.160) to establish a Generally Accepted Accounting Principles (GAAP)-based accounting system and procedures, as necessary, to provide for accountability of the state's assets and compliance to its laws and regulations. All agencies of the state of Washington must comply with this manual, unless otherwise exempted by statute.

In preparation for implementation of Workday, Statewide Accounting staff have completed an initial review of the policy manual and converted the manual into a new and improved format. 

We are excited to share the first draft of the updated manual

Statewide Accounting staff continue to review the manual to correct outdated policies and improve the user experience. We will publish a technical correction, detailing the changes identified, in September 2021.

In the Fall of 2021, Statewide Accounting and the One Washington Finance Team will begin reviewing SAAM to identify policies that may require a change due to the implementation of the new system, including changes to the existing chart of accounts.
